EU hails Malawi 44% devaluation supports Govt with 60 million Euros

European Union (EU) Ambassador to Malawi Rune Skinnebach has hailed Malawi’s 44% devaluation saying the decision is long overdue.

Skinnebach has since announced his Government intention to support Malawi with 60 Million Euros to support measures that will help to cushion the economy from the devaluation.



In an exclusive interview with The Nation, Skinnebach said the 44 percent devaluation would create some hardships in the short-term, but stressed that it was a necessary measure to unlock the external financing Malawi desperately needs.

Skinnebach said the devaluation will position Malawi to unlock funds from donors upon securing the Extended Credit Facility (ECF) from the International Monetary Fund (IMF).

He said: “The devaluation is tough medicine, but it was necessary. Securing an ECF programme will signal to other development partners that Malawi is committed to structural reforms to promote economic stability.

“The EU is going to front-load about €60 million before the end of the year to inject some forex in the local economy. Later on, the EU plans to resume direct budget support. We are planning to disburse €54 million to the education sector.”

He stressed that government should start implementing some structural changes to ensure that Malawi does not regress in the medium to long-term.

Said Skinnebach: “We have to find ways of ensuring that we can boost our local exports and find ways of substituting some imports with locally-manufactured products.

“The government will also have to ensure fiscal discipline. It has to be prudent with the way it is using its resources. I know it will be hard now considering that we are heading into an election period where the public will be expecting politicians to be generous. But it will have to be done to maintain this new course.”

During a press briefing at Bingu International Convention Centre in Lilongwe earlier yesterday, Minister of Finance and Economic Affair Simplex Chithyola Banda said the devaluation was long overdue to protect the forex market considering that gross official reserves–the amount of forex under the direct control of the central bank–had been substantially low.

He said: “The Reserve Bank was having to spend too many of our foreign reserves just to sustain the low exchange rate, which was becoming unsustainable in the wake of US dollar shortages. As a result, importing strategic commodities that boost production, such as fuel and fertiliser, was a challenge.”

Chakwera jets back home

Malawi President Dr Lazarus McCarthy Chakwera has safely arrived back home from Saudi Arabia and Egypt where he went last week.

In Saudi Arabia, Chakwera attended the Saudi Arab – African Economic Conference before proceeding to Cairo where he attended the 2023 Intra – Africa Trade Fair.

High on the agenda in Saudi Arabia was the signing of the $20 million meant for the much awaited Mangochi- Makanjira road deal between Malawi and the Saudi Fund for Development.

On the sidelines of the trade fair in Egypt, Chakwera shared notes with Afreximbank Board Chairperson and President Benedict Oramah.

He was welcomed at Kamuzu International Airport (KIA) by Vice President Saulos Klaus Chilima and several other government officials.

However, President Chakwera did not interface with the media due to rains.

President Chakwera is due to address Malawians tomorrow from 7 pm.

President Dr. Lazarus McCarthy Chakwera will on Wednesday 15th November 2023 address the nation, State House has announced.

A statement signed by Presidential Press Secretary Anthony Rodgers Kasunda says the president will address Malawians on matters of national interest.

“The address will start at 7 pm and will be broadcast live on Malawi Broadcasting Corporation (MBC) platforms and other media channels,” says the statement.

Finance and Economic Affairs Minister Simplex Chithyola has told parliament that most of the foreign trips undertaken by President Dr Lazarus McCarthy Chakwera are fully funded by organizations that invite him.

Soon after presenting a ministerial statement in the House on economic remedies that the government has outlined to cushion Malawians in the face of the exchange rate re alignment, Leader of Opposition in Parliament Kondwani Nankhumwa asked the government to cut off presidential trips as a cost cutting measure.



“Most of the trips by the president are not financed using public funds,” Chithyola explained to the House.

Chithyola emphasized that the country’s economy is in its current state because of gross economic mistakes by the previous DPP administration.

He said the previous regime kept over valuing the Kwacha but the current administration led by President Chakwera is giving it the right dose that it deserves.

The Chakwera led administration on Monday unveiled a number of economic interventions to help ease out the pain of Malawians from the impact brought about by the devaluation.

Government intensifies crackdown on illegal forex dealers

Minister of Finance and Economic Affairs Simplex Chithyola Banda, says with immediate effect, the Fiscal Police with support from the Financial Intelligence Agency (FIA) and National Intelligence Service (NIS) including Malawi Defense Force (MDF) will intensify crackdown on all illegal foreign exchange traders in all markets across the country and in border areas.

According to Chithyola Banda, Government has noted with a great concern that overvalued Kwacha was promoting the growth of a criminal and illegal black market undermining banks with people even buying foreign exchange from banks cheaply and later on selling the same forex at high premiums on the black market.

The Minister says as a result, the risk of collusion between the black market and some corrupt bankers was great, saying government cannot allow its banks to be raided by criminals or allowing the situation to continue where legitimate business could only access forex by buying it from criminals.

In a statement signed by dated November 13, 2023,the Minister has however, warned the public to resist and report all suspicious incidents of buying or selling of foreign exchange from unregistered vendors.

He says any individual or entity caught engaging in this business without proper registration and authorization will be arrested, prosecuted, and have their foreign exchange impounded according to law reminding the general public that dealing in foreign exchange without authorization or license from the Reserve Bank of Malawi is illegal under the Exchange Control Act 1984.

“All authorized and licensed Foreign Exchange Dealers are reminded to always display evidence of authorization or license at a conspicuous place within their business premises,” says Chithyola Banda in a statement.

Reacting to the Minister’s statement, two Malawi First leaders who are activists Comrade Sir Charles Ben Longwe and Comrade Redson Munlo, have accused government of trying to paint a bad picture at Forex dealers on the black market as the ones draining forex in Malawi.

Ben Longwe and Munlo have reminded the MCP led government that before them entering into government, forex dealers on the black market have been there even during Ngwazi Dr. Hastings Kamuzu Banda but not even a single day the previous governments launched a crackdown on them.

They have however, argued that the country is sailing through no forex crisis because President Dr. Lazarus McCarthy Chakwera is used to take with him forex wherever he is flying with his bloated entourages and not forex dealers on the black market.

“Tambala in old-town, Lilongwe and Gerald at the Game Stores in Lilongwe have been in ferex exchange business for years watching government coming in and go, they are still in this business till today,” said Longwe.

Ben Longwe and Redson Munlo say as leaders of Malawi First, they have found Chithyola Banda’s statement useless with nothing to change for Malawi but destruction of the country claiming that this is speaking for itself that President Chakwera has failed to run Malawi on servant leadership.
