South East Police Region Commissioner Noel Mlowoka Kayira is now the Deputy Inspector General (DIG) of the Malawi Police Service (MPS),responsible for administration, effective April 16, 2025.
He succeeds Happy Mkandawire.
Kayira’s promotion announcement isĀ contained in a communication from IG’s office Merlyne Yolamu, signed by Violet Magwaya, the director of human resource management and development.

It references the recent Police Service Commission meeting held from April 14 to April 16.
In addition to Kayira’s promotion, Angello Ackis Muwanga has been appointed DIG responsible for operations, filling the vacancy left by the late Casper Chalera, who passed away in October last year.
The commission has also elevated over 860 police officers to various ranks nationwide
Kayira who is also a qualified lawyer holds a PhD in Public Administration from the University of Malawi (UNIMA ) and is recognised for his principled leadership within the force.
