Dowa Council app.reciates support from partners in development

The Dowa District Council’s Director of Planning and Development Mercy Mpakule, says the council is appreciating the support it is getting from partners complimenting government efforts of delivering the social services in the district.

Mpakule said while the council is appreciating this development role by partners, there is a great need for partners and the Secretariat to sign a Memorandum of Understanding (MoU) saying this enhances transparency, cooperation and accountability of projects which are being implemented in the district.

She said it is sad that while partners are doing a commendable job of uplifting the lives of the Dowa people, many partners have not signed MoU with the council describing this as very retrogressive not only to the council but the communities they serve.

Speaking when she presented a Local Authority Performance Assessment (LAPA) to the District executive committee on Thursday, Mpakule said LAPA is conducted to determine whether or not the Local Authority has the fundamental capacities and safeguards to manage development grants.

Mpakule said LAPA provides fiscal incentives to improve Local Authority performance by rewarding good performance as well as penalizing poor performance in the performance areas of development planning and budgeting, procurement management, project implementation, improving access to information, and mobilization of locally generated revenues, among others.

She said in the 2022/2023 Financial Year, all the 28 Local Authorities passed the minimum access conditions in the LAPA, adhered to spending eligibly in compliance with the GESD project and DDF and also prepared and submitted annual financial statements for the previous year to the National Local Government Finance Committee.

The DPD said the Dowa District Council performed very well in procurement management where it maintained its 2022 score of 100 percent and dropped in the area of development planning and budgeting from 86 percent in 2022 to 60 percent in 2023.

“Improvement in Education Service Delivery moved from 20 percent in 2022 to 100 percent in 2023, we have to clap hands to ourselves, the council’s total average score is 84 percent making it the number one council in Malawi,” said Mpakule.

She has finally appealed to partners implementing their interventions in the district to support each other so that projects they are implementing in the district are done in the interest of all.

The Dowa District Council has over 35 Civil Society Organizations (CSOs) implementing various projects, most of these are concentrating in Dowa West which is a flat land than Dowa East which is hilly and has impassable roads.

His resignation has left a void in the party’s youth wing, and there are concerns about the impact on the party’s grassroots support.

Jowasi, on the other hand, had been a key figure in UTM’s Kasungu Bua district, and his resignation has raised questions about the party’s ability to retain its members.

Sources close to the party have revealed that Jowasi had been unhappy with the party’s direction and had been considering leaving for some time.

The resignations have sparked speculation about the state of UTM’s internal politics.

Some have suggested that the departures are a result of infighting within the party, while others believe that the resignations are a sign of deeper structural issues.

UTM’s leadership has been quick to downplay the significance of the resignations, with party officials insisting that they will not impact the party’s performance.

However, the timing and profile of the resignations have raised concerns about the party’s ability to hold onto its talent.

As UTM looks to the future, the party must confront the challenges posed by these resignations.

The loss of experienced and dedicated members like Mkandawire and Jowasi cannot be taken lightly, and the party must work to address the concerns that led to their departures.

In a statement, UTM’s spokesperson Felix Njawala acknowledged the resignations and wished the departing members well.
“I can confirm that the two members have resigned and that is normal in a democratic world,” Njawala said.

However, the party has yet to address the underlying issues that led to the resignations, leaving many to wonder about the party’s prospects in the coming months.

As the political landscape continues to evolve, UTM’s ability to adapt and respond to challenges will be crucial.

The party must demonstrate its ability to retain its members and attract new talent if it hopes to remain a force in Malawian politics.

MCP Convention: Delegates convinced Zikhale manifesto good for the Party

As the race towards positions in the ruling Malawi Congress Party intensifies, delegates have now started looking beyond donations from candidates but are now scrutinising the manifestos of the candidates. One of the most highly contested positions, that of the party’s Vice President has seen Dr Ken Zikhale Ng’oma standing out from the rest , as many delegates are now convinced his manifesto will revolutionise the party from the grassroots to the top.

Zikhale has delivered a simple but well crafted message that is resonating with the delegates and the needs of the party. Zikhale core message recognises the fact that MCP first huge task is to secure re election next year when the country goes to the polls. Known for publicly declaring that President Chakwera will win with over 70% next year, the delegates believe Zikhale has the winning formula and will be the perfect person to support the party and President Chakwera in securing a second term.

Zikhale is known for revamping the party fortunes in the Southern Region where he bombarded the region with mega rallies that Shaked the foundations of the opposition DPP who thought the Southern Region is their stronghold.

Sound Addicts Live, the organizer of Ku Mingoli Music Bash, has partnered with Hifi Electronics, a leading provider of musical instruments, ahead of their one-day festival to be held at Civo Stadium on August 3, 2024.

The partnership with Hifi, comes just a week after Ku Mingoli received a K5 million sponsorship from TNM Plc.
