PAC challenges MANEB to be independent in printing examinations

By Dean Chisambo

The Public Accounts Committee (PAC) of Parliament has challenged the Malawi Examination Board (MANEB) to be independent to start  printing examinations in this country  and not relying on printing examination papers outside the country which is very expensive.

PAC chairperson Mark Botoman made this sentiment on Wednesday after MANEB officials appeared to the committee at Parliament building in Lilongwe.

Botoman said although they observed that MANEB are facing various challenges such as lack of printing machine, security and money there is a need to move forward towards acquiring their own equipment in order to print the examination in their own soil.

He said :” when we asked the controlling officer if we are moving towards acquiring our own equipment inorder  to start printing examination in our own, she said yes there are initiatives that are put in place but it’s not going to be soon because we need quite a lot of investment to acquire machine that can be able to print the examination right here.”

Botoman – we observed the challenges that are facing

He lamented that the issue is doable as the controlling officer disclosed to them  that Tanzania are printing examinations on their own saying it just needs a lot of investment.

Botoman further disclosed that the missing map reading in  geography paper, the controlling officer did mention that they didn’t cross check the examination envelopes when they came from where they were printed.

He lamented that they have challenged the controlling officer that mechanism has to be put in place when the examination arrives in this country saying they have to find the way of verifying whether the papers have been put in the envelopes or not.

In her remarks MANEB executive director Dorothy Nampota said the  machine that they have currently is manual which will require to print, collet, staple and package  that take alot of time which they cannot manage according to the number of candidates that’ys they source the printing service outside the country.

Nampota emphasized that they are in the process of asking the government to help to purchase an automated printing machine in order to start  printing examination in this country.

PAC summoned MANEB to come and respond to their audit issue that was observed by the auditor general in 30th June 2021.

The Malawi Defence Force (MDF) is currently under scrutiny for its prolonged detention of 17 individuals, including Pakistani nationals who were arrested in a previous operation aimed at removing refugees. The detainees have remained in custody, prompting concerns and questions regarding their status and the reasons behind their continued confinement.

According to reports from The Investigator Magazine, some of the detainees are being held near the guardroom at Kamuzu Barracks, while others are located in a house near a tuckshop, where an Asian woman with a baby is also reportedly detained. Despite these observations, authorities have not provided clear explanations as to why these individuals have not been deported or repatriated to their respective countries of origin.

The situation raises significant human rights and legal concerns, particularly regarding the rights of the detained individuals and the transparency of the detention process. Questions linger about the legal basis for their continued confinement and the conditions under which they are being held.

Efforts to obtain official statements or updates from the MDF or relevant authorities have so far yielded minimal information, further intensifying public interest and scrutiny into this matter.

As the situation unfolds, stakeholders and human rights advocates continue to call for clarity and adherence to legal procedures in handling the detainees, emphasizing the importance of respecting human rights and ensuring due process for all individuals under detention.

Joseph Kamwendo: Continue to search for the first win

Both KB and Creck Sporting goals came from the penalty spot.

Just when everyone thought the first half was going to end 1-all, Arnold Kiyama had other thoughts as he scored Creck’s second goal just a minute before the end of the first half.

The second half saw the Lilongwe-based soldiers getting their second goal through Hope Namadzunda who scored in the 64th minute after receiving a pass from Gerard Chirwa.

After the match George Chaomba for Creck Sporting was voted man of the match.

Joseph Kamwendo took charge of Creck Sporting last week following the suspension of McDonald Mtetemera as the Head Coach.

His first assignment was the FDH Cup Round of 16 match against Baka City in Karonga where the home side knocked the Lilongwe-based side out of the competition.

In other TNM Super League matches played on Wednesday, Moyale Barracks left it late to draw 1-all against Bangwe All Stars in a match played at Mzuzu Stadium.

Shukran Goba put the visitors ahead in the 52nd minute but the home side equalised in the added time through a penalty kick taken by Emmanuel Allan.

In Lilongwe the match between Civil Service United and Mighty Tigers ended goalless at Civo Stadium.

Silver Strikers remain top on the TNM Super League log table with 36 minutes from 14 games  while rookies Baka City remain bottom with only seven points from 13 games.
