By Vincent Gunde

Minister of Finance and Economic Affairs Simplex Chithyola Banda, says with immediate effect, the Fiscal Police with support from the Financial Intelligence Agency (FIA) and National Intelligence Service (NIS) including Malawi Defense Force (MDF) will intensify crackdown on all illegal foreign exchange traders in all markets across the country and in border areas.

According to Chithyola Banda, Government has noted with a great concern that overvalued Kwacha was promoting the growth of a criminal and illegal black market undermining banks with people even buying foreign exchange from banks cheaply and later on selling the same forex at high premiums on the black market.

The Minister says as a result, the risk of collusion between the black market and some corrupt bankers was great, saying government cannot allow its banks to be raided by criminals or allowing the situation to continue where legitimate business could only access forex by buying it from criminals.

In a statement signed by dated November 13, 2023,the Minister has however, warned the public to resist and report all suspicious incidents of buying or selling of foreign exchange from unregistered vendors.

He says any individual or entity caught engaging in this business without proper registration and authorization will be arrested, prosecuted, and have their foreign exchange impounded according to law reminding the general public that dealing in foreign exchange without authorization or license from the Reserve Bank of Malawi is illegal under the Exchange Control Act 1984.

“All authorized and licensed Foreign Exchange Dealers are reminded to always display evidence of authorization or license at a conspicuous place within their business premises,” says Chithyola Banda in a statement.

Reacting to the Minister’s statement, two Malawi First leaders who are activists Comrade Sir Charles Ben Longwe and Comrade Redson Munlo, have accused government of trying to paint a bad picture at Forex dealers on the black market as the ones draining forex in Malawi.

Ben Longwe and Munlo have reminded the MCP led government that before them entering into government, forex dealers on the black market have been there even during Ngwazi Dr. Hastings Kamuzu Banda but not even a single day the previous governments launched a crackdown on them.

They have however, argued that the country is sailing through no forex crisis because President Dr. Lazarus McCarthy Chakwera is used to take with him forex wherever he is flying with his bloated entourages and not forex dealers on the black market.

“Tambala in old-town, Lilongwe and Gerald at the Game Stores in Lilongwe have been in ferex exchange business for years watching government coming in and go, they are still in this business till today,” said Longwe.

Ben Longwe and Redson Munlo say as leaders of Malawi First, they have found Chithyola Banda’s statement useless with nothing to change for Malawi but destruction of the country claiming that this is speaking for itself that President Chakwera has failed to run Malawi on servant leadership.

A Karonga-based human rights activist Lyton Mangochi, has trashed the Human Rights Defenders Coalition (HRDC) and Public Affairs Committee (PAC) saying the two organizations are now working for Malawi Congress Party (MCP)-led government and not for the suffering Malawians.

Mangochi observes that PAC and HRDC have chosen to remain quiet a clear indication that they are siding with the MCP-led government and claim to stand with the suffering Malawians through press releases against the government.

Mangochi

The activist says HRDC and PAC officials are crooks who are eating money with President Dr. Lazarus McCarthy Chakwera and at the same time fooling Malawians as if they stand with them, sharing with them the pain, anger and suffering resulting from devaluation of the Malawi Kwacha.

Speaking through an audio clip circulating in various media platforms, Mangochi is recalling that HRDC and PAC were busy accusing former President of the Republic and DPP leader Professor Arthur Peter Mutharika and his DPP of thieving in government but when President Chakwera came to power in June,2020, they are all quiet and doing nothing.

According to the activist, the devaluation of the Malawi Kwacha by 44 percent has increased pain, anger and suffering of Malawians, prices of goods have sky-rocketed beyond the reach of the poor leaving Malawians with no hope that they have a President to look after their welfare.

He says people are dying with health facilities running dry without medical drugs, no maize, no fertilizer, no forex while President Chakwera is busy attending to international conferences and seminars which have no impact to the suffering Malawians.

The activist has however, asked President Chakwera that what has he brought to the country from his 48 international trips with his bloated entourages only draining the much- needed forex which could have gone along way towards procuring medical drugs in hospitals.

“HRDC, PAC, you were busy against Professor Arthur Peter Mutharika, today, your President is in government, all of you are quiet, you don’t speak for Malawians while things are going wrong,” says Mangochi.

He has also urged all Malawians that are feeling pain and anger over this MCP led-government to stand up on the 21st November, 2023, to exercising their constitutional rights by holding street protests against the devaluation of the Kwacha and demanding elections to be held on 21st May, 2024 not September, 2025.

Mangochi has further sounded a strong warning to the authorities in Malawi that Malawians will not allow jungle laws to hold elections in September, 2025 while their Republican Constitution is very clear that elections be held every after 5 years and this will be on 21st May, 2024.

Chisale voiced deep distress during the interview, vehemently claiming that he is a victim of government persecution and political harassmen

Chisale made startling accusations during the interview, alleging that the Minister of Justice Titus Mvalo lied about receiving a letter concerning his frozen accounts and pointing fingers at former DPP Steven Kayuni, whom he accused of orchestrating cases against him.

He demanded an end to what he referred to as “alleged apologies” from Kayuni and that he will never forgive Kayuni.

Surprisingly, Chisale defended the integrity of Malawian judges, asserting that they are not corrupt and placing blame on the state for manipulating the narrative of his case.

Chisale claimed that the government is systematically persecuting individuals from Ntcheu, including prominent figures like Vice President Saulos Chilima and Prophet Shepherd Bushiri.

He denied any intentions of contesting a parliamentary seat in Ntcheu Central, emphasizing that it is the people’s desire for him to run.

During the interview, Chisale attributed his wealth by boasting of being the first Malawian soldier to own a cell phone.

He passionately defended his innocence during the interview, solemnly swearing by the Bible and demanding a fair resolution to his case.

In a stern warning, Chisale implied that those responsible for his multiple arrests from the police would face consequences, leaving no doubt about his anger.

He also provided insights into his role as a presidential bodyguard, revealing his involvement in discussions with companies to prevent price increases on goods.

Chisale, 42, said he prefers President Peter Mutharika to run for presidency in 2025.
