Maegaret Maganga, a mother from Area 24 in Lilongwe, is in police custody for unlawfully disclosing her 20-year-old son’s HIV status, a violation of the HIV Management and Prevention Act.

The HIV Management and Prevention Act stipulates that disclosing someone’s HIV status without their consent is an offense punishable by up to 5 years in prison and a fine of 5 million Malawi Kwacha.

According to reports, on April 18, 2024, Area 30 Police officers visited Area 24 Police unit and opened a case against Maganga for allegedly disclosing her son’s HIV status, leading to stigma and discrimination against him.

The son, who was in police custody for four days on unrelated charges, was subjected to mockery and ridicule by his friends and community members, causing him emotional distress.

After his release, the son refused to return to the community and began visiting his mother’s home in the evenings.

His mother sought help from Baylor and the National Aids Commission (NAC), who became involved in the case.

Despite initial delays by public officers, NAC officials Francis Mabedi and Chasukwa pursued the matter, leading to Maganga’s arrest.

Maganga pleaded not guilty and was granted bail on the same day due to her infant child.

The magistrate ruled that she must find a lawyer, and the prosecutor, Sub Inspector Patrick Mphambana, must present all relevant witnesses.

However, the case has been adjourned until May 27, 2024.

In a highly anticipated TNM Super League match, Bangwe All Stars and Mighty Mukuru Wanderers played to a goalless draw at Mpira Stadium on Sunday April 28, 2024.

The most interesting match saw both teams create scoring opportunities but ultimately fail to find the back of the net.

The battle began with both teams displaying a strong defensive mindset, resulting in a cagey first half with few clear-cut chances…

Bangwe All Stars had more possession, but Mighty Wanderers’ defense held firm, and the teams went into the break level at 0-0.

In the second half, Mighty Wanderers began to assert their dominance, creating several scoring opportunities through their pacey wingers.

However, Bangwe All Stars’ Goalkeeper Elias Missi was in top form, making several crucial saves to deny the visitors.

Despite the pressure, Bangwe All Stars refused to back down, and their counter-attacking style almost yielded a goal on several occasions.

However, Mighty Wanderers’ defense was equally resolute, and the match ended in a goalless draw.

In a post match interview, Bangwe All Stars’ interim Coach Mapopa Msukwa praised his team’s defensive solidity.

“We are disappointed not to have taken all three points, but a draw is a fair result,” “We created enough chances to win the game, but their goalkeeper was excellent,” he said.

On the other hand, Mighty Mukuru Wanderers’ head coach Nsanzurwimo Ramadhan was pleased with his team’s performance, saying:”We came here to get a result, and we did that. We had some good chances, but their goalkeeper made some great saves. We’ll take the point and move on to the next game.”

The draw means that Bangwe All Stars remain in fourth place in the Super League log table, while Mighty Wanderers move up to sixth place.

The result also extends Bangwe All Stars’ unbeaten run at home to seven matches, while Mighty Wanderers have now drawn three of their last six matches across all leagues.

Dowa Council advises partners to attend Dec meetings

Dowa District Council’s Chief Administrative Officer Mathews Mkandawire, has advised partners implementing various interventions in the district to attend District executive committee (Dec) meetings to share progress reports of their projects.

Mkandawire said it is the requirement by the council that soon after the project has been approved by Dec, partners must attend Dec meetings saying this enhances cooperation, transparency and accountability of projects being implemented in the district.

Yusuf Laki-most CSOs not submitted MoUs to the Council secretariat

He said it is sad that there is growing tendency of partners not attending Dec meetings after presenting their projects for reasons best explained by themselves, saying this tendency must be stopped forthwith because once the project has exited, communities come to the council for clarifications.

Mkandawire appealed to partners and sector heads to be focused that they are there to serve the communities and the communities have high expectations from them that the projects being implemented are in the interest of all.

He advised partners to align their projects to the district’s Development Plan (DDP) and Socio-Economic Profile (SEP) saying this is a booklet which contains all the priority needs of the Dowa people and outside projects are not welcomed in the district.

The officer said he is aware that some partners are relying much on the ministry’s guidance on the projects to be implemented in a particular district observing that this is a welcome development but there’s need to consult the council responsible for their DDP and SEP.

“SEP which is at the ministry is for all councils across the country, issues vary from district to district, Dowa people have their needs and aspirations,” said Mkandawire.

In his remarks, Dowa District Council’s Acting Chief Planning Officer Yusuf Laki, expressed his deep concern over most Civil Society Organizations (CSOs) not complying to submitting their Memorandum of Understandings (MoUs) to the council and the CSO Network for the district.

Laki said by not submitting their MoUs to the council, the CSOs concern are telling the council that they don’t work in the district and there’s no need for the council to put them on the list of projects implementing partners for the district.

Dowa District Council has over 35 CSOs implementing their projects in the district with most of them concentrating in Dowa west which is flat than Dowa East which is hilly.
