Kamphangala expresses concern over 2023-2024 AIP implementation

By Sarah Gwetsani

A Malawi Congress Party (MCP) diehard from Mvera area in Dowa Rodgers Kamphangala, has expressed his grave concern on how government is implementing the 2023-2024 Affordable Input Programme (AIP) claiming that the program is benefiting those who are in the urban centres.

Kamphangala says while the typical villagers are crying for not receiving fertilizer coupons, a large chunk of coupons has found their way in urban centres taking people without any piece of land to cultivate as beneficiaries describing this as a worrisome development.

He says for three years of Tonse Alliance has been in power, AIP has failed to register meaningful achievements of food security in the country as people regarded as beneficiaries are all vendors in the urban centres.

The MCP diehard says he had to take his time off to see with his naked eyes at Mvama LEA School in Lilongwe City where beneficiaries are verifying their names and are paying in advance their K30,000 for two bags of fertilizer once the fertilizer comes to the area.

He notes with a great concern that beneficiaries were coming driving their cars from Area 18 A and 18B joining those of Chimoka, Senti, Dubai, Areas 51 and 50, Mgona, Ngomani and Ng’oma villages to verify their names for fertilizer.

Kamphangala says what is happening at Mvama LEA School in Lilongwe City Central Constituency is also happening elsewhere in Mzuzu, Zomba, Blantyre that people who are vendors are the ones registered as AIP beneficiaries.

“There were vehicles parked at Mvama School as if there is a football match and interestingly, owners are the rightful beneficiaries of the AIP while deserving ones in the villages are helpless,” he says.

He has however, asked President Lazarus Chakwera to address the rural people on what the Ministry of Agriculture meant by reducing the figure of AIP beneficiaries by one million people with a question did this applies to those without gardens in the urban centres?

Kamphangala has also joined all those that are advocating for the disbandment of AIP claiming that if the motive is for political games, the MCP has failed in the central region particularly in Dowa which is regarded as a food basket district feeding other districts in Malawi and above all produced 100 percent votes for President Chakwera in the June, 2020 elections.

Malawi Police launches anti-sexual harrassment policy

The Malawi Police Service (MPS) has on Thursday launched the anti-sexual harassment policy that aims at providing a definite framework for addressing and handling instances of sexual harassment within the service.

Speaking during the launch in Lilongwe, Minister of Homeland Security Ken Zikhale Ng’oma said despite that Malawi has the Gender Equality Act of 2013 which criminalizes all forms of harrassment, it is sad to note that sexual harassment cases keep on rising in workplaces.

The minister described the anti-sexual harassment policy as essential as it will provide an environment in which violations can be prevented, safely reported, and uniformly addressed.

Dr Ken Zikhale Ng’oma

Zikhale further asked the Inspector General of Police Merlyn Yolamu to ensure that the policy is taken to officers at every Station post, unit, and in every region.

In her remarks, Inspector General Merlyn Yolamu said she is optimistic that through the policy, they will be able to eradicate any forms of sexual harassment within the service.

She emphasized that the policy reflects the Police’s commitment to constitutional obligations, particularly Gender Equality.

The event commenced with a big walk from the Malawi Parliament building to Sunbird Capital Hotel.

Among attendees included officials from UNDP, Malawi Defence Force, Malawi Immigration and Citizenship Department, and various government and non-governmental organizations.

The policy has been developed with support from the United Nations Development Programme (UNDP).

Richard Chimwendo Banda: Malawi’s rising political star

By Linda Kwanjana

If there was an annual award for the most impactful politician in Malawi, Richard William Chimwendo Banda would scoope it with ease.

You don’t need to love Chimwendo Banda to appreciate the ingenuity, the industry and the hard work he puts onto whatever he lays his work on.

I have observed Malawi politics for the past five years; the same period Chimwendo surged to prominence and my conclusion is that there has not been a politician that period whose presence in Malawi politics looms large than Chimwendo’s.

Chimwendo

If he had not made a name for himself while he was in the opposition, many people could have attributed his rise to stardom to the leverage of power at his disposal, but hell no- the guy has worked his way up from nothing. While the Malawi Congress Party (MCP) regaining of power is largely attributed to the party’s organizational sense, not much is talked about of Chimwendo’s contribution on to the same.

Chimwendo Banda is a man too many: His approach to hardwork is unmatched. His political moblilisation and
ability to energise the crowd are second to none. It is these attributes that earned him the monikor “bulldozor”

All these put together it one could see that Chimwendo was desimed for greatness, it was hardly surprising therefore to see him making in President Lazaru’s exclusively provisional”Cabinet at the beginning of his term.

He was appointed the Minister of Homeland Security. He joined the exclusive club comprising Felix Mlusu as th Minister Finance, Chikosa Silungwe the Attorney General, Mordecai Msiska who declined the appointment and was replaced by Titus Mvalo as Minister of Justice.

The impression i got from thesos appointments was that these were crucial positions to set the tone of Chakwera’s administration.

Over time, President Chakwera’s confidence in Chimwendo has grown from to strength to strength as evidenced by other responsibilities placed on his head. As some of his colleagues he was apponted with in that provision Cabinet fell by the way side, Chimwendo has been constant present in Chakwera’s Cabinet. Thus far, his influence has also stretched to the far corners of the Ministry of Sports where he had a stint and the Ministry of Local government where he is its current Minister.

Chimwendo is one politician who harbours enmity with politicians of the other camps. He find a common ground and interact with any politician across the political divide. Perhaps, it is this ability to reach out to others, politically, that compelled President Chakwera to appoint him Leader of House in Parliament.

By and large, Chimwendo Banda is a utility player; the more reason President Chakwera always entrusts him with responsibilities on top of his demanding tasks as a Minister and Leader of House. He is obviously in Chakwera’s mind when it comes to appointments. Like a tale of precious stone, his type is so rare to come by. He is a rare gem. MCP and indeed Chakwera are blessed to have him. He is what other partys do not have.

Still in his youthful ages, Chimwendo is one for the present and the future.
