Malawi Electoral Commission (MEC) Commissioner Francis Kasaila Friday disclosed that several changes have taken place in the electoral laws with one being the adoption of the 50+1.

Speaking during a meeting organized by MEC to reveal the amendments in the electoral laws, and confirm the list of polling and registration centers after the constituency demarcation process, Kasaila said no presidential candidate would be declared winner without surpassing 50 percent of the total votes.

Commissioner Kasaila

Kasaila said that, “50+1 was an interpretation by the courts, if you remember well after the referral case on the 2019 elections, the court ruled that majority in our constitution means absolute majority which is 50 percent plus 1.

“By the time, we were going for the re-run elections in 2020, amendments had not yet been done, but as of now, it has been effected and we now have a law that clearly stipulates that the presidential candidate will only be declared winner if he or she has managed to get over 50 percent of the total votes.”

He added: “Where no candidate did not satisfy this law, the commission shall conduct a re-run in 60 days where only number one and two shall contest, no alliances will be allowed, but it will be at the discretion of the contestants to woo support from other parties who will not be contesting.”

Apart from the 50+1 law, MEC has changed the voting month, from May to September, and the voting day will be a holiday and voting time will be from 6 am to 4 pm.

“Come 2025, no one without the National Identity Card will be allowed to register as a voter or even with just the receipt from the National Registration Bureau (NRB) you will not be allowed to register as a voter, we want only those with real cards” he said.

For the first time in the history of Malawi every district has its own projects happening at different levels; some being launched, some being constructed while others are closer to completion.

These projects include school blocks, construction of dams, asalphat roads, stadiums, Health centres and many more projects. Talking about Lilongwe the story is completely different. Lilongwe is no longer the same but fully transformed.

This is what the Speaker of National Assembly Catherine Gotani Hara stressed during her public address at Kafukule in Mzimba.

Hara at the meeting

Hara said judging by what is happening in the country people should rally behind Chakwera and enjoy meaningful development.

Addressing a political rally at Kafukule community ground on Saturday, 15th July, 2023, Hara admitted challenges the country is facing, but assured the gathering that being a listening leader, Chakwera is doing all he can to address these challenges.

Said Gotani Hara: “President Chakwera took government at the time we had Covid-19 pandemic, later the country was hit by Cholera, as these were not enough we were hardly hit by Cyclone Freddy.

“All these needed funds to be addressed and we all looked up to the President for support, hence we have seen delays in other projects,” said Gotani.

Gotani Hara who was joined by her deputy at Parliament, Madalitso Kamatcheni Kazombo also took advantage of her rally to thank the people of Kafukule for voting Chakwera and MCP back into power, asking them to continue supporting President Chakwera and his administration.

Here, MCP Deputy Secretary General, outlined some developments currently underway in the Northern Region, adding that soon around October, Chakwera Administration will start construction of Inkosi M’mbelwa University which people of the region have been waiting for many years.

“Chakwera abolished the quota system of selecting learners to various institutions, which has seen many of our children being selected, hence this university will be paramount in accommodating our children from this region,” added Hara.

However, Gotani Hara in her address commended President Chakwera for not practicing nepotism, citing appointment of several individuals from the region which she said has helped the region to have its voice in government.
