Independent Police Complaints Commission (IPCC) to take over investigation of police role in sexual abuse allegations of women in M’bwatalika and Mpingu

The Malawi Police has announced that the Independent Police Complaints Commission (IPCC) is to take the leading role in the Investigations on alleged sexual violence of girls and women in M’bwatalika and Mpingu areas. This decision has been made in light of increasing criticism of possible bias if the Police is to investigate its own officers. Police allegedly went on the rampage in the areas following the brutal murder of their colleague, Suwedi Iman, who was stoned to death by residents during protests

According to Police spokesman James Kadadzera in a press release, the Malawi Police Service, the Malawi Human Rights Commission, the Women Lawyers Association and the United Nations jointly signed Terms of Reference (ToRs) on fresh investigations into alleged rape and defilement of girls and women in Mpingu and M’bwatalika areas by police officers on 8th October 2019. However, a police investigation report was leaked to the social media and some mainstream media.

The leaking of the report raised concerns but also criticism on why the Police is being given power to investigate its own officers. The leaked report failed to identify any suspect and complaints that police investigators harassed the witnesses. On this one Kadadzera said “The leaked report does not, therefore, represent the official position of the Police on the matter. The Police reaffirms its commitment to the joint fresh investigations. The Service is mindful of the fact that some individuals and groups have questioned the impartiality of the Police during the previous investigations and of course the pending fresh investigations. The concern emanates from the fact that the Service is investigating its own officers”

In light of this, a decision has been made to have the Independent Police Complaints Commission (IPCC) take over leading role in the investigation. According to kadzadzera , going forward  the police will provide support and cooperation  “The involvement of the Service will thus be restricted to the provision of support and cooperation in line with section 130 of the Police Act. This will take away the concern of actual or perceived bias by the Service”.  The commission was originally formed  as result of concerns from Malawians about lack of independence in the way police handle cases involving fellow officers and was established under part 8 of the Police Act.

Police have been at the centre of criticism after their report titled ‘Investigation report on alleged sexual abuse of women and girls by police officers at M’bwatalika and Mpingu Trading Centres’, put the blame on the victims saying the  rape victims were coaxed into making the claims by some politically-connected individuals—with a lawyer, a Member of Parliament and local area politicians being the masterminds.

The new investigation has gathered much interest now after the just finished court case of Police Involvement in the rape of women in Msundwe. Prominent civil rights g groups like the Human Rights Defenders Coalition (HRDC) have in the past accused Police of shielding its own officers. The Msundwe case will cost the government  a K376.5 million windfall with K121.5 million for the alleged victims of what is dubbed Msundwe Rape case and K255 million for their lawyers who represented them pro-bono

Chilinde Parish visits Sir Paul Banda and makes a donation towards his health bill.

Music legend Paul Banda says is dumb-founded by the love and out-pouring support that he is receiving from people of goodwill now when he and two members of his family are not in the best of health.

Sir Paul Banda said this today at his residence in Balaka when Parish Priest for Holy Family (Chilinde) Parish, Fr. Samson Kumkumbira, and executive members of the parish paid the legend a courtesy call and delivered K319, 000. 00 that parishioners and the parish contributed in his support.

“l am truly thankful for the overwhelming support that we continue to receive in this difficult time. Kindly remember to do the same to other people in our situation. We feel loved and are very grateful,” said Banda. In his remarks, Holy Family (Chilinde) Parish Priest, Fr. Kumkumbira, said the monetary support was in recognition of the enormous moral, spiritual and social contribution that Paul Banda has made to the the nation and the people of Malawi.

“Paul Banda is an icon in our country. His music has positively affected the lives of people of this country, irrespective of their background. He deserves our show of gratitude. That is why members of our parish and the parish itself deemed it appropriate to make this modest contribution. We thank God for their life and how they have touched humanity,” said Fr. Kumkumbira.

Parish chairperson, Willard Njikho, has since called on more people of goodwill to step forward and help the Banda family in appreciation for the role they have played in helping make Malawi a better place to live in.

Court rules Former MEC commissioner Linda Kunje should answer charges of blocking Chakwera convoy

The Chief Resident Magistrate Court in Zomba has ruled that former Malawi Electoral Commission (Mec) commissioner Linda Kunje and her driver Jones Tewesa have a case to answer on criminal reckless and negligence.

The two are said to have obstructed President Lazarus Chakwera’s convoy in December last year along the Zomba- Blantyre road.  Kunje defied traffic police orders to stop her vehicle paving way for Chakwera’s convoy. Chief Resident Magistrate Austin Banda, who is presiding over the case, is expected to communicate the date the two will start to enter defence.

Early in the day A truck driver was been arrested for obstructing President Lazarus Chakwera’s convoy along the M1 road in Mzimba.

National Police Spokesperson, James Kadadzera,  confirmed the arrest of the truck driver who has been identified as Lusungu Chibisa Chirwa.

Chirwa was arrested at Kadikechi trading center along the M1 road in Mzimba and according to Kadadzera, the driver did not also have a driver’s licence at the time of the arrest.

Judge grants order for state to investigate the mysterious death of Crime buster Bob Mtekama

Judge Annabel Mtalimanja has granted the State an order of inquest into the death of former Director of Criminal Investigations Department at the Malawi Police Service, Bob Mtekama.

Mtekama, who died in August 2020, was at the centre of investigations into several high profile cases, including the 2014 death of Anti-Corruption Bureau Director of Corporate Affairs, Issa Njauju.

The State, through the office of Director of Public Prosecutions, had asked the High Court to grant the order to establish the cause of his death though reports indicate it was due to Covid-19.

Renowned Crime Buster, Bob Mtekama died at Adventist hospital in Blantyre but his death is shrouded by suspicion and foul play.Mtekama was admitted to the hospital with diabetes and died mysteriously and his family believes that he was poisoned.No postmortem was done.

The police through National spokesperson, James Kadadzera issued a press release claiming that Bob Mtekama had died of Covid-19 which the family trashed as a blatant lie and a cover up.

Mtekama’s young brother, Majido Mtekama told the local paper: “It is not true that Bob died of Covid-19. Someone is trying to cover up something. It is a lie, Bob never tested for coronavirus because if he did, he would have been sent to a quarantine centre and not be allowed in a communal room in the hospital.

“The death report never indicated anything about Covid, it said Bob died of a kidney failure and diabetes, which can be disputed as there was no autopsy done, for reasons best known to the police.

Majido Mtekama said that “a mysterious man who sneaked into Bob’s hospital room at 04:00 am” and when they approached him to ask him what he was doing in Bob’s room at such ungodly hour he told them he was a police officer from the welfare and that he was sent by the commissioner.

“When pressed as to why he came at that time, the man ran off and vanished and after that Bob who had improved and was due to be discharged deteriorated and died later in the day. All we want is justice for Bob. We know there is nothing that will bring him back but we only rest after knowing who killer our brother,” he said.

Bob Mtekama was tasked to handle all the high-profile cases, which included the mysterious death of ACB’s Issa Njaunju, Buleya Lule, Robert Chasowa and Kalonga Stambuli, among others.

LiLongwe Tobacco Auction Suspended

Business has come to a standstill at Lilongwe Tobacco Auction floors in Lilongwe this morning.

The market for the country’s gold leaf has been suspended over what farmers have claimed to be continued low prices on offer.

Minister of Agriculture Lobin Lowe, who also rushed to the floors when tipped, confirmed of the development, arguing that he found some buyers offering as low as 50Cents per kilo of the green gold which is below government’ set minimum prices for the crop.

Lowe has since argued the buyers to be inconsistent with the country’s laws in dealing with the farmers by offering improved prices for the leaf.

However, the buyers seem not ready to bulge as they insist that the leaf on offer is of low quality, hence even the offered 50 cents is just there as a ‘favour to the farmers’
