Dalitso Kabambe finally retires after five-year standoff

By Burnett Munthali

Former Reserve Bank of Malawi (RBM) governor and UTM Party president Dalitso Kabambe can now breathe a sigh of relief as his retirement from public service has finally been approved. This decision, communicated by the Office of the President and Cabinet (OPC), marks the end of a protracted five-year standoff over Kabambe’s employment status.

The retirement approval, signed by Secretary to the President and Cabinet Colleen Zamba, puts to rest years of uncertainty that followed Kabambe’s departure from the RBM in 2020. Kabambe’s tenure at the central bank ended under a cloud of controversy when he became politically active, eventually contesting for leadership in the UTM Party and vying for higher political office.

Since then, Kabambe’s employment status within the public service has been a subject of heated debate. The stalemate arose from procedural delays and legal complexities surrounding his application for retirement. Critics argued that the hold-up was politically motivated, aimed at frustrating Kabambe’s ambitions and tainting his image.

Kabambe’s struggle for official retirement has drawn widespread attention in Malawi, with some seeing it as emblematic of broader governance issues. Over the years, Kabambe has publicly expressed frustration over the delays, stating that the unresolved matter not only affected his personal life but also created a cloud of doubt over his professional legacy.

Now, with the OPC’s decision, Kabambe is officially retired and can move forward without the shadow of his unresolved employment status. In a statement, Kabambe welcomed the decision, calling it a victory for fairness and justice. “After years of waiting, I am finally free to focus on my political journey and serve the people of Malawi without any distractions. This decision brings closure to a challenging chapter in my life,” he said.

The retirement approval is expected to have significant implications for Kabambe’s political career. With his public service status now clarified, Kabambe can fully dedicate himself to his role as UTM Party president and position himself as a key contender in Malawi’s political landscape.

Observers have noted that the prolonged delay in approving Kabambe’s retirement highlights the challenges faced by public servants who transition into politics. Many argue that such delays undermine public confidence in governance systems and raise questions about the impartiality of administrative processes.

As Kabambe turns the page on this chapter, he joins a growing list of former public servants who have successfully navigated the often turbulent waters of retirement and political involvement. His case serves as a reminder of the importance of safeguarding the rights of individuals, regardless of their political affiliations, and ensuring that bureaucratic processes remain fair and transparent.

For now, Kabambe’s supporters are celebrating the news, viewing it as a vindication of their leader’s resilience and determination. As he moves forward, all eyes will be on Kabambe to see how this newfound freedom shapes his political trajectory and his vision for Malawi’s future.

Zomba District Council has unveiled an ambitious draft budget proposal of K47.2 billion for the 2025/26 fiscal year, marking a significant increase from the K35.4 billion budget allocated for the 2024/25 fiscal period. The proposed budget, which was presented during a budget review and hearing session in Blantyre, now awaits the final ceilings from the National Local Government Finance Committee (NLGFC) and subsequent approval by the full council.

The council’s Director of Finance, Ellen Kayira, attributed the increased budget to anticipated enhanced disbursements from key developmental projects. These include the Regional Climate and Resilient Project, the Constituency Development Fund (CDF), and the Social Support for Resilient Livelihoods Project. According to Kayira, these initiatives are expected to drive significant improvements in service delivery and infrastructure development across the district.

Breaking down the budget, Kayira disclosed that K2.6 billion has been allocated for Other Recurrent Transactions (ORT), which includes administrative expenses and operational costs necessary for the council’s daily activities. The Constituency Development Fund, which supports grassroots development projects, has been allocated K1.8 billion, reflecting the council’s commitment to enhancing local infrastructure and community initiatives.

Additionally, the Governance to Enable Service Delivery (GESD) project has been allocated K1.42 billion. This project aims to strengthen governance and public sector management, enabling more efficient delivery of services to the people of Zomba.

Health infrastructure is also a priority in the proposed budget, with K1.1 billion earmarked for hospital rehabilitations. This allocation is expected to improve healthcare facilities and ensure better service provision for residents. Meanwhile, the largest allocation, K5.3 billion, has been reserved for the Climate-Smart Enhanced Public Works Programme under the Social Support for Resilient Livelihoods Project. This program aims to address climate change challenges while promoting sustainable livelihoods for vulnerable populations.

Kayira emphasized that the proposed budget aligns with the council’s development priorities and reflects its commitment to addressing critical issues such as climate resilience, healthcare improvement, and community development. She also noted that the budget underscores the importance of partnerships with key stakeholders and donor-funded initiatives in driving local development.

The proposed increase from the previous fiscal year’s budget has been welcomed by some stakeholders as a step in the right direction. However, the final budgetary allocations will depend on ceilings set by the NLGFC and approval by the full council.

As the 2025/26 fiscal year approaches, all eyes will be on Zomba District Council to ensure that the proposed budget translates into tangible improvements in the lives of residents. With enhanced funding for key projects, the council aims to build a more resilient and sustainable future for the district.

Ombudsman declares Chilomba and Taulo unfit for ACB roles: A call for integrity in the fight against corruption

In a groundbreaking determination, Ombudsman Grace Malera has taken a decisive stand against irregularities within the Anti-Corruption Bureau (ACB), declaring that Hillary Chilomba and Oscar Taulo are unfit for any future roles at the institution. Malera’s findings have not only exposed flaws in their recruitment process but have also highlighted their failure to meet the legal qualifications required under the Anti-Corruption Act.

This bold decision followed an in-depth investigation into the recruitment of Chilomba and Taulo, where Malera uncovered significant breaches in procedure. According to her, the duo’s appointments were marred by irregularities that rendered the entire process both unlawful and invalid. In her determination, Malera went further to state that even if their recruitment had followed a lawful and transparent process, Chilomba and Taulo still would not have met the basic legal criteria for employment at the ACB.

The Anti-Corruption Act, which governs the operations and staffing of the ACB, sets strict requirements to ensure that only individuals with the highest levels of integrity, competence, and qualifications serve in the bureau. By ruling Chilomba and Taulo unfit, Malera has sent a strong message: there is no room for malpractice, mediocrity, or unqualified personnel in an institution tasked with rooting out corruption.

The Ombudsman’s determination comes at a time when public confidence in the ACB has been dwindling due to concerns over its ability to carry out its mandate effectively. High-profile corruption cases have dominated headlines, often raising questions about the competence and impartiality of the bureau. Malera’s decision could serve as a pivotal moment in the quest to restore credibility to the institution. By calling out irregularities and enforcing accountability, she has underscored the importance of integrity within organizations entrusted with safeguarding public resources.

This determination also puts other public institutions on notice, signaling that recruitment malpractice will no longer be tolerated. It underscores the need for transparency and adherence to legal frameworks in all public appointments, especially in agencies critical to the fight against corruption.

The public and stakeholders in governance will undoubtedly be watching closely to see what steps are taken next. Will the ACB use this moment to reflect and implement reforms to strengthen its operations? Or will this decision spark resistance from individuals and factions unwilling to embrace change? These questions remain unanswered, but Malera’s ruling has undoubtedly set a new tone for accountability in Malawi’s public service.

As the dust settles on this decision, it is clear that the fight against corruption is far from over. The removal of unfit individuals is only the first step; the challenge now lies in ensuring that the recruitment of their successors adheres to the principles of fairness, legality, and competence. Only then can the ACB hope to regain public trust and effectively carry out its mission to combat corruption at all levels of society.

For now, Malera’s determination serves as a reminder that the fight against corruption begins within the very institutions charged with leading that battle. It is a call to action for all stakeholders to demand higher standards of integrity and professionalism in public service. Only by upholding these values can Malawi move closer to a future free of corruption.
