Minister of Health Khumbize Kandodo Chiponda says plans are in the pipeline for government  to introduce levies on alcohol and fuel prices to raise more funds for public hospital operations currently struggling with increasing service demands.

She said this on Friday at Sunbird Capital Hotel in Lilongwe during a press briefing on the launch of the Malawi Health Sector Strategic Plan III.

Chiponda

Kandodo said, currently, the health service bill on every Malawian per year is K68 000 on average and this is against the K170 000 recommended by World Health Organization (WHO).

She said now, under the HSSP lll, government targets to reach K292 000 per person per year.

She said:”Under this HSSP 3, we want to push the health budget for every person annually from the current K68, 000 to K292, 000 through improved health financing system.”

She said among other things, the Strategic Plan will help increase life expectancy, reduce high mortality rate and maternal mortality rates, reduce HIV prevalence and enhance health infrastructure development and services.

The minister emphasized that the Plan will help improve health services at community level and provide health workers with necessary and readily available equipment.

“Additionally, the Plan will turn Health Centres into Community Hospitals to provide integrated health services and care and the digitisation of the health systems,” said Chiponda.

She also revealed that districts like Lilongwe and Blantyre will also benefit from the Plan, allowing them to have District Hospitals which they have lacked for a long time.

“The declaration states that every national budget must contribute 15 percent of the national budget to promote the well-being and livelihoods of people, which as a country we have managed to be at 12 percent which is a good gesture in health promotion,” she said.

She said government is committed to providing all services in Malawi in partnership with the private sector for specialised diseases for robust health service delivery.

The Minister concluded  that her ministry is committed to providing health services to all Malawian nationals and foreigners on Malawian soil.

Employees of the local telecommunications company, Telekom Networks Malawi (TNM), on Friday donated assorted items to the children’s cancer ward at Queen Elizabeth Central Hospital (QECH) in Blantyre.

The donated items included children’s chairs, tables, food and non-food grocery items, as well as second-hand clothes.

The employees also served lunch for the patients and their guardians.

Speaking after presenting the donation, TNM Chief Executive Officer (CEO) Michel Hebert sai the support was a collective contribution from the company’s staff.

He hailed these staff members for their contributions towards the initiative.

“Since we started calling for donations in cash and in kind from members of staff, we received overwhelming response.

“Here we have seen the
great work medical staff are doing since the response rate from the children is very high but we have also seen the desperate needs of the patients and guardians since they stay here longer,” said Herbert.

Matron of the children’s cancer ward at QECH, Anizia Kamwendo, expressed gratitude, describing the donation as timely.

Said Kamwendo: “We thank TNM for the gesture as children in the ward stay long, with most of them referred from afar. Some are here with only the clothes they wore when they came here. Finding food is a problem.

“However, we are still in need of chemotherapy drugs and infusion pumps we use when treating the kids. We appreciate that government can’t do it all alone.”

Apart from QECH, TNM members of staff  also engaged in charitable work under the Green Touch Initiative at Kamuzu, Mzuzu and Zomba central hospitals.

The Higher Education Students Loans and Grants Board(HESLGB) has announced an upward adjustment of students tuition and upkeep loans from K280, 000 to K560,000 effective April 1 this year.

Spokesperson for HESLGB Henry Chingaipe disclosed this during a media briefing in Salima district on Friday.

Chingaipe attributed the adjustment to the high cost of living triggered by the kwacha devaluation.

He indicated that 29 thousand students are expected to benefit in the 2024/25 loan application  window which starts from May 1 to June 30,2024.

“Stakeholders extensively deliberated on the scenarios that were provided to take into consideration before adjusting the upkeep allowance; specifically, we considered an average inflation rate of 30 percent and the last review of upkeep loans which happened in the academic year 2021-22,” he said.

He added: “Ultimately, they decided on K560,000 as the new upkeep loan, which was derived from the calculation of the current inflation rate compounded over two outward years.

“This translates to a 60 percent upward adjustment applied to the current loan amount of K350,000.”

He said it is worth noting that the K560,000 per student per academic year translates to K280,000 per semester of four months or K70,000 per month within a semester.

On March 6, 2024, President Dr. Lazarus Chakwera, in his capacity as Chancellor for the public universities, directed the Ministers of Education and Finance to review the upkeep loans in light of changes in macroeconomic fundamentals.

HESLGB was established in 2015 as one of the reforms for the Ministry of Education in financing higher education.

It is mandated to provide loans and award grants to needy and academically outstanding students, pursuing higher education in accredited institutions of higher learning in Malawi.
