President Donald Trump’s recent furious rhetoric toward Russia is “a negotiating tactic,” a senior White House official said Wednesday.

The statement comes a day after the president surprised global policymakers and drew praise from Ukrainian leaders by publicly supporting Kyiv’s ambitions for a decisive defeat of Russia.
