The Government has reaffirmed its commitment to deepening decentralisation as a key tool for promoting democratic governance, inclusive development, and quality service delivery across Malawi.
Minister of Local Government and Rural Development, Ben Malunga Phiri, made the remarks in Lilongwe during the official opening of the Stakeholders Validation Meeting on the Draft National Decentralisation Strategy.
Phiri, described by many stakeholders as a hardworking, gentle and approachable leader, said decentralisation remains central to the government’s plan of taking development closer to the people.
He noted that by empowering local authorities, the government is able to respond faster to community needs while strengthening citizen participation and accountability.
“Decentralisation is not just a policy. It is about bringing the government closer to the people so that every Malawian, regardless of where they live, can access quality services,” Phiri said.
The Minister, widely respected for his love for the nation and dedication to public service, was commended for providing steady leadership at the ministry.
Participants at the meeting noted that his consultative approach and commitment to inclusive dialogue reflect the values of servant leadership.
EU Ambassador to Malawi, Daniel Aristi, said the National Decentralisation Strategy is particularly crucial for the effective implementation of the Constituency Development Fund.
He added that a well-structured decentralisation framework will ensure that resources allocated to constituencies are used transparently and for maximum impact.
UNICEF Country Representative, Dr. Penelope Campbell, also welcomed the strategy, noting that it is important for addressing challenges faced by vulnerable groups including children and women.
She said stronger local governance structures will help deliver essential services to those who need them most.
Stakeholders further observed that Phiri’s efforts align with the DPP vision of development championed by Professor Peter Mutharika, which prioritizes grassroots empowerment, rural development and accountable leadership.
The validation meeting brought together government officials, development partners, civil society and traditional leaders to review and enrich the draft strategy before its final adoption.
