President Arthur Peter Mutharika has appointed veteran diplomat Ambassador Chimango Chirwa as Principal Secretary in the Ministry of Foreign Affairs, moving him from his previous role as Chief of Protocol as the administration approaches its first anniversary.
Chirwa’s appointment takes immediate effect and follows the departure of Chancy Simwaka from the Principal Secretary position. No official explanation has been given for Simwaka’s departure.
Chirwa’s promotion marks a significant change in his government responsibilities after serving as Chief of Protocol in the Ministry of Foreign Affairs.
In that role, he was frequently involved in presidential and diplomatic engagements, coordinating protocol arrangements for State House functions and other high-level events involving government officials and foreign representatives.
His new position places him at the centre of the ministry’s administrative operations, where he will be responsible for supporting the implementation of government policies and overseeing key aspects of the ministry’s work.
The appointment comes shortly before Mutharika’s administration reaches its first year in office, making the timing significant as the government reviews its performance and prepares for its next phase.
The change has also generated speculation about whether Chirwa’s appointment is part of a wider restructuring of the civil service and government institutions.
However, there has been no official indication that additional Principal Secretaries or senior government officials will be moved as part of the latest changes.
Chirwa’s diplomatic background could prove important in his new role, particularly as Malawi continues to manage bilateral relations, regional cooperation and engagement with international organisations.
The transition also places attention on the future direction of the Ministry of Foreign Affairs under the new Principal Secretary, particularly regarding efficiency, diplomatic coordination and implementation of government priorities.
For now, the appointment represents one of the most visible changes in the Mutharika administration’s senior civil service structure since taking office.
