Minister Dr. Ben Malunga Phiri moves fast to save APM’s RCDF projects as he confronts banks for contractors

By Jones Gadama

The hardworking, humble and ever-listening Minister of Local Government and Rural Development, Honourable Dr. Ben Malunga Phiri, on Wednesday proved once again why he is one of the most trusted and results-oriented Ministers in His Excellency Professor Arthur Peter Mutharika’s Cabinet after he swiftly engaged the Bankers Association of Malawi and contractors to iron out challenges that have arisen in the implementation of the game-changing Reformed Constituency Development Fund (RCDF).

In a high-level meeting held in Lilongwe, the brilliant Minister confronted head-on the complaints from local contractors who have been failing to start works in different councils because banks are demanding tough security bonds, a requirement they say is delaying development and denying Malawians the development they voted for under President Mutharika.

Dr. Phiri, who is known for his humility and hands-on leadership style, revealed that Government under the wise leadership of President Professor Arthur Peter Mutharika has already released resources for RCDF projects in all constituencies, but progress has been slow due to misunderstanding around the security bond requirement.

The Minister clarified with boldness and clarity that under RCDF, advance payments to contractors will be made upon presentation of acceptable security bonds in accordance with RCDF procedures, and government will not facilitate insurance bonds, emphasizing that this is about protecting Malawians’ money.

“This requirement is not meant to punish contractors. It is meant to promote responsible contracting and protect public resources. These are funds contributed by the people of Malawi through taxes,” said Dr. Phiri, a statement that left contractors and bankers nodding in agreement because it shows a Minister who cares about both development and accountability.

In his trademark humble yet firm approach, Dr. Phiri appealed to the banks to adopt a more flexible and facilitative approach to issuing security bonds for eligible RCDF contractors, while maintaining sound risk management, showing that he understands the struggles of small Malawian contractors.

“We know some capable local contractors, especially small and emerging ones, have the technical capacity but lack substantial fixed assets for conventional collateral. If conditions are too restrictive, projects will be delayed and communities will be denied timely development.
Review collateral requirements, consider project cashflows, develop suitable products for SMEs in construction, clearly communicate requirements, costs and timelines, and streamline application procedures where legally permissible,” he said.

He emphasized that this is a call for reasonable flexibility, not for weakening prudential standards, a balanced and mature position that only a wise and experienced leader like Dr. Ben Phiri can take.

With this intervention, the hardworking Minister has saved APM’s flagship RCDF initiative which was designed by President Professor Arthur Peter Mutharika as a major intervention to accelerate development at constituency level, ensuring that every constituency sees tangible development like schools, bridges, clinics and roads.

Dr. Phiri reminded all stakeholders that the success of RCDF depends not just on funding, but on integrity, quality and prudent management of public resources, a message that aligns perfectly with President Mutharika’s vision of a corrupt-free and development-conscious Malawi.

Once again, Dr. Ben Malunga Phiri has shown that he is a humble listener, a bold decision-maker and a true servant of the people, delivering President Mutharika’s development agenda without noise but with results.
