Democratic Progressive Party (DPP) on Saturday fired its Secretary General Grezelder wa Jeffrey for holding a National Governing Council meeting at their purpoted Central Executive Committee meeting which took place at Page House in Mangochi.

In a memorandum released soon after the meeting DPP has fired Wa Jeffrey and replaced her with Dr Clement Mwale.

But in a twist of event, the same DPP has illegally appointed Wa Jeffrey as Central region Vice President ironically the region has already a sitting vice president who is Uladi Mussa (Change Golo).

“In accordance with Article 9 of the DPP Constitution, His Excellency Professor Arthur Peter Mutharika, the president of the party called for a meeting of the Central Executive Committee and all the members were invited. The meeting
was held today and resolved as follows:

“Confirmed the appointment of Hon Grezelder Jeffrey and Hon Dr Clement Mwale as Vice President Central Region and Secretary General of the Party respectively, ” reads part of the memo.

The meeting has set the date of 13th December 2023 for what they call properly constituted National Governing Council meeting to be held at Nkopola Sunbird in Mangochi.

The meeting has also directed the newly appointed Secretary General to consult the President and thereafter call for the meeting of the National Governing Council.

Meanwhile senior NGC member Ken Msonda has challenged the appointment of and subsequent firing of Wa Jeffrey as illegal.

Msonda said the SG can be removed through convention since it is the highest office in the party hierarchy.

Democratic Progressive party (DPP) president Peter Mutharika on Sunday extended its firing sword to Director of women Cecilia Chazama who all along has been Mutharika blue eyed lady.

Peter Mutharika has also fired Southern region vice president Kondwani Nankhumwa from his position and replaced him with his loyalist, Dr George Chaponda.

Mutharika and Nankhumwa

Mutharika has instead appointed him as an advisor to the president.

In a statement, Mutharika quoted section 10 (8) of the DPP Constitution, which he says mandates him to assign members of the NGC to other duties from their elected positions.

This comes two days after Mutharika also assigned DPP Secretary General Grezeder Jeffrey to the position of Vice President for the Central Region, which she is challenging in court.

Mutharika has been quoted by the press warning those questioning his decisions saying: “I am slow to anger but when you cross that line I will fall on you like a tonne of bricks.”

Meanwhile, a court in Lilongwe is on Tuesday expected to hear an application of interlocutory injunction filed by Grezeder Jeffrey on her reassignment by Mutharika to the position of Central Region Vice President of the Party.

Jeffrey has set December 15 and 16 to hold a DPP convention to elect new NGC members in compliance with the court order.

The DPP faction of Mutharika is also expected to meet and set a date for its convention, a development analysts say the wrangle in the opposition DPP is now at its boiling point.

NGC member Ken Msonda has since challenged Mutharika against firing of people who were dully elected during convention. Msonda says only conventions can remove those positions from their office.

MPs commended for passing Data Protection Bill

Members of Parliament (MPs) have been commended for passing the long-awaited Data Protection Bill.

The legislators passed the Bill on Thursday, November 7, 2023,which seeks to provide for a comprehensive legal framework for the regulation of the processing and transfer of personal data, in compliance with internationally accepted principles of data protection.

The African Union Convention on Cyber Security and Personal Data Protection defines Personal Data as “information that relates to an identified or identifiable natural person by which that person can be identified, in particular by reference to an identification or to one or more factors specific to his/her physical, physiological, mental, economic, cultural or social identity”.

Matonga

In an interview, MISA Chairperson Golden Matonga says the world becomes more digitized and systematic and unsystematic collection of personal data online and offline becomes widespread, the passing of the Bill was long overdue.

“In the past decade or so, we have seen government agencies such as the National Registration Bureau (NRB) and private institutions such as telecommunication companies collecting and processing personal data without any legal framework safeguarding such data,” says Matonga.

He adds that MISA believes that the data protection law will promote responsible handling of personal data by government agencies, private institutions and individuals.

“The law will also be a big plus to section 21 of the Constitution of Malawi which guarantees the right to personal privacy.

“MISA Malawi therefore, would like to agree with the Media, Information and Communications and the Legal Affairs Committees of Parliament that the temporary housing of the Data Protection Authority by Malawi Communications Regulatory Authority (MACRA) should be for a period of not more than twelve months to ensure separation of powers by the respective Authorities, “he says.
