Minister Mtambo Launches his ministry’s ‘National Civic Education Policy’

By Chalo Mvula

The Ministry of Civic Education and National Unity has finally delivered the National Civic Education Policy through a launch that took place at BICC in Lilongwe on Monday. Hon Timothy Mtambo oversaw the launch. The National Civic Education Policy was among the earmarked targets that the ministry set to be delivered by this year during its “100 days report”.

In his speech , Hon Mtambo expressed how happy he was at this launch recalling that  this is the first civic education policy ever in the history of Malawi and that after five years of a slow and tedious development process policy , a series of consultative interface across the country,  a milestone has been recorded through the finalization and successful launch of the Policy.

The coming in of the policy has been described as timely as it will build coordination and collective action as government fight the current challenges society is facing such as gender based violence, Rape and Defilement cases, child marriages, Corruption and Climate change. In addition, the policy will promote civic engagement by creating platforms on which government and citizens will be able to progressively interface on issues of national importance

The formulation process of the Policy began way back in 2007. Government had engaged the Institute of Policy, Research and Social Empowerment (IPRSE) as the consultant which worked hand in hand with Government’s planning committee which constituted the National Initiative for Civic Education (NICE) and the Malawi Human Rights Commission (MHRC) among others.

Hon Timothy Mtambo – National Civic Education Policy Launched

However, it’s completion and launch suffered unavailable political will along the journey, an impediment that has been righted by the new administration as led by His Excellency Dr. Lazarus Chakwera.

“When I was appointed Minister responsible for civic education, I discovered that since its establishment in 2007, the Department of  Civic Education had only six positions on its establishment. This means that the department had only six officers to carry out the functions of civic educating the citizens of Malawi. Over the years, nothing was done to expand the department for it to fully and effectively Carry out its functions, yet the nation had a lot of expectations from this important department. This means that the importance of civic education was either not appreciated or was deliberately downplayed to keep the citizens passive and ignorant of what to demand from their government. The Tonse administration wants to change that perception” said Mtambo.

This Policy responds to a myriad of challenges that have impacted the state of civic education in the country. Among others, such challenges include lack of proper coordination among civic education stakeholders, limited capacity and qualification of some implementing private stakeholders, duplication of efforts in delivery of civic education services, and selective delivery of civic education content among others.

The minister also announced that his Ministry is also working towards the reintroduction of Civics in schools as the long-term and sustainable strategy of civically empowering citizens. working in collaboration with the Ministry of Education, NICE and Domasi college, the process is at an advanced stage.

One of the broad policy directions provided in this Policy is creativity and innovation. An innovative engagement platform called Pabwalo has been designed to facilitate a two-way process in which the Government and the citizenry interchangeably provide input and feedback.

The Ministry, in the matrix of this Policy, is a policy holder and there are designated stakeholders that are duty-bound to implement it. Among others, the implementation stakeholders include MDAs, CSOs, development partners and the academia. As a policy holder, the Ministry is charged with duty to monitor, coordinate and regulate the implementation by these various stakeholders.

The Minister also took time to  thank stakeholders that have been instrumental in the formulation of this National policy  “allow me, to thank, on behalf of the Malawi Government, the European Union(EU) for the huge and valuable financial support it renders to the National Initiative for Civic Education (NICE) Trust.  all development partners who have rendered their support to Malawi Government in general and civic education in particular and  all stakeholders in the civic education sector who participated in the development process of this policy”

Mtambo called on all stakeholders to make sure the policy is put into action and implemented.

Banda further told the nation that the matter at National Oil Company of Malawi is now being handled by Anti Corruption Bureau(ACB) which is an independent body and that president Chakwera will make determinations once ACB finalises its investigations and presents the findings to him. Banda also tackled some questions to do with AIP, president Chakwera’s attendance to other functions deemed to be small in nature, MANEB issue, presidential entourages and what is deemed to be a bloated number of presidential advisers.

But before the presidential press secretary took the questions from different media houses, Mr. Sean Kampondeni who is the state house director of communications and executive assistant to the president also touched on the allegations of political interference on NOCMS where he clarified that NOCMA is responsible for tendering process of the supply for fuel to the country and that the complaint by the deputy CEO for NOCMA to ACB is of serious allegation against the state house official a cabinet member and an alliance partner who are all directly linked with the president. But Kampondeni was quick to stress that president Chakwera will not make any comment until an investigation has been concluded and the report put before him on his table.

He also touched on other equally important matters like the of Tony Blair institute which president Chakwera has engaged to set up an installation of delivery unit. He has since emphasized that the current administration will never at any time intend to do that as it not in the interest of president Chakwera to fatten individuals pockets. He then took his time to narrate what president Chakwera’s diary in the just ended week and also what he is expected to fulfil in the week just starting.

During the weekly brief at Sanjika a minute of silence was also observed in respect of the departed soul of a photo journalist at Nation Publications James Chimpweya who died in the course of duty over the week end.

National Bus Service back with BT-LL services

By Duncan Mlanjira

National Bus Service, administered by Mulli Brothers’ business empire, has rejuvenated the Blantyre-Lilongwe coach service by injecting new state-of-the-art Marco Polo coaches.

The coaches were officially launched on Saturday through a golf tournament the company sponsored at Blantyre Sports Club.

Some of the participating golfers were transported from Lilongwe to Blantyre in two of the coaches that are equipped with uninterrupted wifi services, air conditioning, reclining seats, refrigerator, phone charging ports, high definition TVs, toilets and offers excellent refreshments.

National Bus Service general manager, Vincent Patel told the media that they decided to come back into the market in a big way by marketing through the golfers, most of whom are market leaders who travel a lot between the two cities.

“National Bus Service has been a major player in the passenger transport industry since time immemorial,” Patel said in reference to the fact that the company was bought from government after UK-based Stagecoach closed their business in early 2000.

Before then the company was run by the government under the name United Bus Company (UTM). When Stagecoach took over, it introduced the luxurious coach service to cater for frequent travellers as an alternative break from constant long-haul driving, which National Bus Service inherited.

National Bus Service went a mile further by introducing trendy state-of-the-art double decker coaches while maintaining the rural routes which were neglected by other players in the industry.

The company also inherited a passenger service vehicle (PSV) training school, which equips and certifies its drivers and other interested people in defensive techniques and other legal passenger service procedures.

Thus Patel assures the public that their coach and other bus services are rarely involved in nasty road accidents because their drivers are well trained, well mannered just as their crew members.

“We assure our customers that their safety in transit is guaranteed and that they will enjoy the best comfort in our coaches.

“We are taking a mile further as the market leader and we will continue providing the industry with many more innovations,” he said.

He said charges from Blantyre to Lilongwe and vice versa are at K15,000 and the departure points for Blantyre — at 7am and 11am — are at the newly-opened Golden Peacock at Chichiri before stopping at Old Bestobell premises near City Motors at Ginnery Corner.

The same times of departure apply for Lilongwe to Blantyre at Bingu International Convention Centre (BICC) and at City Mall.

Patel said the new fleet will start its operations from Tuesday, December 1.

And they launched their services with ride treat for journalists, musicians, lawyers and other business captains from it’s headquarters in Makata to Zalewa Road block in Blantyre.

Among other facilities in the state-of-the-art buses are a coffee maker and water dispenser.Speaking during a test ride, National Bus Company Board Chairperson Leston Mulli said: “The the newly launched coaches will create employment opportunities and provide an alternative traveling option in between the two cities.” Muli added that,” four more coaches are in transit to Malawi and will beef up numbers of the current fleet.”

Musician Tay Grin who took part in the test ride called on Malawians to support local enterprises in the spirit of ‘Best Buy Malawian Campaign.’National Bus Company is a subsidiary of Mulli Holdings Group.
