Five Things PAC Criticized President Chakwera For- off the wall of Dickson Kashoti

By Dickson Kashoti

Veteran Journalist Dickson Kashoti has taken time to analyse some of the issues presented by the Public Affairs Committee when they met President Chakwera at Kamuzu Palace on Monday.

1. Handling of Corruption: PAC expressed disappointment with the inaction and indecisiveness in addressing corruption allegations, especially involving senior government officials.

MY RESPONSE: President Dr Lazarus McCarthy Chakwera has been swift in dealing and handling corruption issues whenever they arise.
President Dr Chakwera acts immediately the Anti-Corruption Bureau effects an arrest on a public officer or is booked for a corruption case.
For example, President Dr Chakwera suspended the powerful and influential Vice President Dr Saulos Chilima when he was indicted on Sattar corruption charges.
President Dr Chakwera also fired the former Inspector General of Police Mr. Kainja.
However, he cannot act on social media gossip.
He only acts when ACB has formally charged a public officer.
Put it simply, President Dr Chakwera’s fight against corruption is on track and the country is winning.

2. Economic Mismanagement: The organization criticized the deteriorating standard of living, with high commodity prices outpacing citizens’ incomes and inadequate fiscal policy management.

MY RESPONSE: This is a global economic trend due to global economic meltdown.
Even developed countries are facing high inflation rates pushup food prices exorbitantly high and leaving most people in abject poverty in developing countries, including Malawi.
This is the reason the government has put in place short, medium and long term economic policies and plans to reverse the situation such as mtukula pakhomo, the NEEF agricultural loans, AIP, Mega Farms etc.
Even if PAC was a political party and was in government, they could have faced a similar situation which has been caused by a number of factors which include natural disasters such as cyclones in the case of Malawi, epidemics and pandemics such as COVID-19 and cholera, the war in Ukraine etc.

3. Excessive International Travel: PAC pointed out that the administration’s frequent international trips created a perception of excessive public expenditure amid economic hardships.

MY RESPONSE: All the foreign trips President Dr Lazarus McCarthy Chakwera undertakes are beneficial to the nation, especially the poor.
His recent trip to United Arab Emirates has brought the latest cargo of fuel when the country was in dire need of the commodity.
After all, not all trips are funded by the government.
The United Arab Emirates trip is an example which was fully sponsored by Abu Dhabi.

4. Civil Service Leadership Gaps: The committee highlighted dysfunction and demotivation within the civil service, citing the long-vacant Principal Secretary Administration position in the Office of the President and Cabinet (OPC).

MY RESPONSE: The position will be filled soon.

5. Governance and Election Preparedness: PAC criticized the suppression of opposition demonstrations and raised concerns about politically motivated arrests, warning that these actions could undermine the credibility of the 2025 elections.

MY RESPONSE: President Dr Lazarus McCarthy Chakwera and the ruling MCP never suppress opposition protests.
Anyone, including the opposition, have a Constitutional right to demonstrate.
However, experience has shown that opposition sponsored demos turn violent and thieves usually take advantage of the chaos to loot shops.
Vendors and shop owners usually gang together to prevent such chaotic occurrences to protect their businesses, this is why they hire panga wielding muscular men.
On the so called politically motivated arrests, the police arrest anyone, regardless of political or religious affiliation, as long as they they are against the law.
We have seen even members of the ruling MCP being arrested.
It is surprising that some people think opposition members are immune from arrests and prosecution, this is wrong.
Any wrong doer will always be arrested and prosecuted in a competent court of law regardless of one’s standing in the society, political and religious affiliation, tribe and where one comes from.
No one is above the law.

Public pensioners forum urges government to reduce retirement age to 50

By Twink Jones Gadama

In a bid to address the challenges faced by young graduates in finding employment, the Public Pensioners Forum (PPF) is calling on the government to reduce the mandatory retirement age for civil servants from 60 to 50 years. This move, according to the forum, would not only create job opportunities for young people but also allow retirees to enjoy their pensions while still capable of pursuing personal goals.

Speaking on behalf of the forum, Board Chairperson Dyson Mutipe emphasized the struggles faced by young graduates in securing employment. “It’s alarming to see young graduates struggling to find jobs, while older civil servants continue to occupy positions that could be filled by younger, more energetic individuals,” Mutipe said.

Mutipe also highlighted the persistent hardships faced by retirees over the years, accusing the government of neglecting its obligation to safeguard their welfare. “Retirees have been facing numerous challenges, including delayed pension payments, inadequate healthcare, and lack of support for their post-retirement endeavors,” Mutipe added.

The PPF’s call for a reduced retirement age is not without precedent. In some countries, the retirement age has been lowered to address similar challenges. For instance, in France, the retirement age was lowered from 65 to 60 in 2010 to address concerns about the aging workforce and to create job opportunities for younger workers.

While some may argue that reducing the retirement age could lead to a loss of experience and expertise in the civil service, the PPF counters that this move would actually benefit the government in the long run. “By allowing older civil servants to retire earlier, the government can bring in fresh perspectives and ideas, which can lead to improved productivity and efficiency in the public sector,” Mutipe explained.

The PPF’s proposal has sparked a heated debate among stakeholders, with some arguing that the move would be too costly for the government, while others see it as a necessary step to address the challenges faced by young graduates and retirees.

As the debate continues, one thing is clear: the PPF’s call for a reduced retirement age has brought attention to the need for innovative solutions to address the challenges faced by both young graduates and retirees. Whether or not the government will heed the PPF’s call remains to be seen, but one thing is certain – the conversation has begun, and it’s time for stakeholders to come together to find solutions that benefit all parties involved.

In related news, the Himachal Pradesh government has been working to address the grievances of its pensioners, including the payment of arrears and the revision of pension rates.

The government’s efforts to address these concerns are a step in the right direction, but more needs to be done to ensure that retirees are able to live dignified lives after years of service to the nation.

By Sheminah Nkho

maGovernment has said the 2025/2026 budget will utilise revenue from taxes and other revenues and not rely on borrowing from donors to develop the country.

Minister of Finance and Economic Affairs Simplex Chithyola said this on Monday during the opening of the first 2025/26 pre-budget consultation meeting in Lilongwe.

Chithyola

He said government wants to formulate a “people-friendly budget” focusing on key areas for sustainable economic growth.

“This meeting is critical and of utmost importance as it provides us with the opportunity to gather and solicit views on the formulation of the 2025/26 National Budget from a diverse range of stakeholders”, said Chithyola.

Chithyola stated that government is still in discussion with the International Monetary Fund to consider supporting Malawi with the Extended Credit Facility (ECF).

Representing the Secretary to the Treasury and Principal Secretary for Administration in the Ministry of Finance and Economic Affairs, Heatherwick Njati, stressed the importance of collaboration in crafting a transformative budget.

“The budget is a tool for economic transformation. Its success depends on proper planning, programming and implementation,” he said.

He therefore urged participants including professional bodies, civil society and faith-based organisations to contribute solutions to challenges that could hinder the budget’s success.
