Government Clarifies K2.7 Billion Budget for Gwanda Chakwamba Mausoleum

The Government of Malawi, through the Ministry of Local Government, Unity, and Culture, has provided clarity on the substantial budget of K2.7 billion allocated for the construction of the Gwanda Chakwamba mausoleum. This announcement comes amid public scrutiny regarding the cost associated with the memorial, emphasizing that the funds encompass a comprehensive package of projects designed to honor the late political icon and freedom fighter.

Lovemore Mazibuko, the Director of Culture in the Ministry, explained that the mausoleum’s budget includes several critical components beyond the mausoleum structure itself. The allocated funds will cover the establishment of a library or information center, the construction of two staff houses, a car park, landscaping, and a tarmacked road connecting to the main road. Additionally, the rehabilitation of the late Chakwamba’s residence is part of this ambitious project.

“If you factor all these projects into this ‘mausoleum package,’ the amount of money rises to K2.7 billion, which is reasonable looking at the power of our currency,” Mazibuko stated. He emphasized that the mausoleum is not merely a standalone building but part of a broader initiative aimed at preserving the legacy of Gwanda Chakwamba. Mazibuko drew parallels with the mausoleum of another prominent figure, late Orton Chirwa, highlighting that no mausoleum in the world is built without an accompanying information center to educate visitors about the historical significance of the figure being honored.

Mazibuko further elaborated that the mausoleum for Orton Chirwa is also nearing completion, with expectations of finishing by December this year. He noted that several projects, including the construction of four houses for Chirwa’s relatives, have been underway for two years at the site.

In a show of appreciation, Senior Traditional Authority Chimombo from Nsanje district commended the government for moving forward with the construction of the Gwanda Chakwamba mausoleum as a fitting eternal resting place for the late leader. He remarked on Chakwamba’s significant contributions to the political and socioeconomic development of Malawi, particularly in the districts of Nsanje and Chikwawa.

“Late Chakwamba was a distinguished son of the soil who played a critical role in shaping the political and socioeconomic development of the country. He fought against injustice, inequality, and poverty for his people. He showed us a principled life,” Chimombo stated. He further praised Chakwamba’s humility and dedication to the welfare of others, noting how he helped pay school fees for the underprivileged and orphans, thereby motivating many to pursue education.

The tender for the mausoleum’s construction has been awarded to PMC Construction Limited, which will also oversee the development of a road named in honor of Gwanda Chakwamba, the Chakwamba Highway.

Born on April 4, 1934, Gwanda Chakwamba passed away on October 24, 2016, due to complications related to old age. A key figure during the Malawi Congress Party (MCP) regime under the late Kamuzu Banda, Chakwamba held several high-ranking cabinet positions before retiring from active politics during the first year of late President Bingu wa Mutharika’s administration.

As the mausoleum project progresses, it stands as a testament to the Malawian government’s commitment to preserving the legacies of its national heroes and fostering a deeper understanding of their contributions to the nation’s history.

Citizen Alliance calls for equal access to public services

Citizen Alliance has called on public service providers to ensure equal access for vulnerable populations and establish complaint mechanisms to address rights violations in the country.

The organization’s Executive Director(ED),Baxton Nkhoma, made the call  during a meeting with stakeholders in Salima on Tuesday.

Nkhoma emphasized the challenges faced by vulnerable groups in accessing essential public services like the Malawi Police, judiciary, and hospitals.

He urged these institutions to create user-friendly and supportive mechanisms for vulnerable populations to report their grievances.

On his part,Paralegal Officer for the Salima district,John Wilson Mangalala,praised the meeting, expressing his belief that it will significantly enhance human rights for vulnerable populations in the district.

High Court to rule on Chisale’s asset forfeiture

The High Court in Blantyre is set to deliver a ruling on November 20, 2024, regarding the state’s application to permanently forfeit property belonging to Norman Chisale, a former aide to President Peter Mutharika.

The state is seeking to seize assets worth approximately K1.7 billion, claiming they were acquired through proceeds of crime, which violates the Financial Crimes Act.

On Tuesday, High Court judge Anneline Kanthambi heard arguments from the state on why it wants to seize the assets.

Chief State Advocate Pirirani Masanjala emphasized the importance of a timely conclusion to the case, as the property’s value might depreciate.

On the other hand, Chisale’s lawyer, Chancy Gondwe, argued that the case should be dismissed since it has already been referred to the Chief Justice for certification as a constitutional matter.

Gondwe also questioned the state’s reasoning for submitting another application for forfeiture when a similar case was filed in 2022.

The assets in question were seized in 2021, and Chisale is accused of accumulating them through illegal means.

Therefore, Judge Kanthambi will deliver her determination on the case on November 20, 2024 .

Judge Pemba rules in favor of GM Properties in Area 26,Kanengo land dispute

Judge Howard Pemba of the Commercial Division of the High Court in Lilongwe on Tuesday declared that the land in Area 26, Kanengo, in the capital city, is the legitimate property of GM Properties.

According to Judge Pemba, there is sufficient evidence to prove that GM Properties lawfully acquired the land from the Ministry of Lands, and the villagers were informed about this acquisition.

However, the judge also directed that the villagers can be evicted, but only after they receive full compensation, with the valuations based on the current rate.

The ruling comes after GM Properties took the villagers to court for encroaching on their land, where they intend to construct uptown houses as part of the Kanengo Northgate Project.

The dispute began in May, 2021.

Fuel scarcity forces EGENCO to reduce power supply to Likoma, Chizumulu Island

The Energy Generation Company (EGENCO) has announced that due to the current fuel scarcity, it has been forced to reduce power supply to Likoma and Chizumulu islands.

In a statement,the company says it is struggling to access enough diesel to operate its generators, which usually supplement the solar power systems in these two areas.

It says this has resulted in power outages, with Likoma island experiencing a 6-hour blackout and Chizumulu island facing a 9-hour power cut.



The power producing company says it has only managed to secure 40% of the required diesel, exacerbating the issue.

Reads part of its statement:”EGENCO is working hard to resolve this issue and ensure a steady power supply to these islands.

“The company is exploring alternative sources of diesel and is in talks with stakeholders to find a solution.

“In the meantime, residents of Likoma and Chizumulu islands are advised to conserve energy and use alternative sources of power where possible.

“We hope that EGENCO will soon find a solution to this problem and restore the power supply to these islands.”

Malawi has been experiencing fuel scarcity for over 3 weeks now.
