Inside Chipungu’s October – the month that proved APM chose the best minister

By Jones Gadama

Inside Chipungu’s October is a story of hard work that has proved President Professor Arthur Peter Mutharika chose the best minister for Lands.

According to Malawi Cables Online reporting on October 29 2025, Hon. Chimwemwe Chipungu handed over 40 completed houses to the Malawi Defence Force at Mvera Support Battalion in Dowa District under the 10,000 Housing Units Project for Security Institutions initiated by APM.

The publication quoted Chipungu saying, “The houses will help improve the welfare of military personnel and provide a more conducive environment for them to carry out their duties.”

Malawi Nation newspaper in its October 14 2025 edition reported that Chipungu unveiled an ambitious K8.1 trillion strategic plan to construct 135,000 modern housing units by 2031.

The paper quoted the minister saying, “The strategy provides a roadmap for improving land governance, securing land tenure, expanding access to adequate housing and ensuring orderly and sustainable urban growth.” The launch was attended by four other cabinet ministers, showing the weight APM gives to Chipungu’s ministry.

Nyasa Times on October 23 2025 reported that Chipungu allocated residential and agricultural land to 132 displaced families at Nthunduwala-Zithe Farm in Kasungu District.

The families had been displaced for 14 years. Traditional Authority Nthunduwala was quoted by the publication saying the development was long awaited and thanked government for finally acting.

According to 247 Malawi News, Chipungu commenced allocation of Nantipwiri Palm View Estate land fulfilling President Peter Mutharika’s directive. The site reported that Chipungu declared, “There is a new sheriff in town,” warning that political affiliation will offer no protection to those who acquired public land irregularly.

Governance expert Mr. Wonderful Mkhutche told this reporter, “In October alone Chipungu delivered houses for soldiers, resettled 132 families, launched Nantipwiri allocation and unveiled a K8.1 trillion plan. I have assessed all ministers and I give him 98 percent. Above all I give APM 100 percent for appointing such a hardworking minister.”

Human rights activist Mr. Victor Mhango said, “Chipungu is APM’s boy wonder. He has shown that youthful leadership works. Malawians are blessed to have APM who sees talent.”

Nyasa Times further reported that as MP for Luchenza, Chipungu in October launched a K300 million health post project and K2.8 billion CDF projects, proving he works for people both as minister and MP.

October has indeed proved that APM appointed a builder not a looter at Lands Ministry.
