Mutharika delivers: New student loan plan means more poor students will go to University

Thousands of needy Malawian students can now breathe easier.

President Professor Arthur Peter Mutharika’s government has rolled out a new Employer Guide through the Higher Education Students’ Loans and Grants Board, a move set to put more money back into student loans and give future generations a fair shot at university.

The guide spells out what employers must do under the HESLGB Act of 2015: trace former loan beneficiaries, deduct repayments from salaries, and remit the money directly to the Board.

In simple terms, it closes the loopholes and ensures money paid back by graduates does not disappear.

Instead, it is recycled to fund new students from poor families.

“This is about fairness and the welfare of our students,” a government official said,adding that,“When loans are recovered properly, more boys and girls from villages get a chance to sit in university lecture rooms.”

Analysts say the initiative reflects President Mutharika’s push for stronger institutions and accountability in managing public resources.

While past efforts struggled with weak enforcement, the current administration is turning policy into real systems that work.

With this step, the Mutharika administration is not just recovering loans.

It is protecting a lifeline for poor students and safeguarding access to higher education for the next generation of Malawians.

The Board says full implementation of the guide starts this quarter, with employers expected to comply immediately.
