President Professor Arthur Peter Mutharika’s commitment to grassroots development is delivering results, with Lilongwe District Council announcing the award of multi-billion Kwacha Constituency Development Fund contracts to construct and upgrade health, education and social infrastructure across the district.
In a Notice of Intent to Award issued on 14th August 2026, the Council listed 22 successful bidders who will undertake projects worth billions of Kwacha under the CDF programme for the 2026/2027 financial year.
The projects include construction of new health centres, staff houses, maternity wings, police stations, multipurpose halls, vendors’ sheds, and solar powered water systems in constituencies such as LL Central, LL Lilongwe South, LL Bunda, LL Nyanja, LL Mphende and others.
Some of the major contracts include the construction of a health centre at Kibalamu in LL Mude valued at MK7.6 billion, Chinjala Primary School in LL Mazzi at MK3.8 billion, a health centre at Mphezi in Bunda at MK3.3 billion, and 12 solar powered water systems in Nyanja Constituency at MK3.2 billion.
Minister of Local Government and Rural Development, Dr. Ben Malunga Phiri, has been hailed for spearheading the implementation and oversight of the CDF to ensure that resources reach the people directly.
Analysts say the massive rollout reflects President Mutharika’s vision of decentralised development and responsible management of public resources.
Unlike in the past where many CDF projects stalled, the renewed focus under Dr. Phiri is ensuring that contracts are awarded on time and services are taken closer to the people.
“This is the President’s promise in action. These health centres, schools and water systems will save lives, improve learning and reduce the burden on communities,” said a Council official.
The Council has since reminded unsuccessful bidders that they may request a debriefing within 14 days, with the deadline set for 28th August 2026.
With construction expected to start soon, thousands of people in Lilongwe are set to benefit from improved health services, better learning environments and clean water — all under the leadership of President Mutharika and the guidance of Dr. Ben Malunga Phiri.
