MRA clarifies on newly gazetted specific taxes on motor vehicles

Malawi Revenue Authority (MRA) on Monday made a clarification on the newly gazetted specific taxes that have been put on motor vehicles.

Addressing journalists in Blantyre, MRA Deputy Commissioner of Custom and Excise Chimwemwe Kawalewale explained that these specific taxes are among other important things aimed at addressing valuation disputes and restrict importation of older second hand vehicles.

Kawalewale said, for instance, in the 2022/23 financial year alone, 290 valuation appeals were refered to MRA headquarters and out of this, 254 were on used motor vehicles with 245 cases from Songwe Border Post alone, something which is not good.

According to Kawalewale, MRA sat down and came up with new tax figures.

“We sat on huge volumes of data and analysts looked at those figures to come up with the values,” said Kawalewale.

He added that the new tax regime will benefit importers because they will now know duty in advance and this will iron out loopholes where people could undervalue the car to pay less duty.

“Consumers will know the actual value of the duty to be paid and it will benefit more the importers because they will have power, everything has been put in the open and the know the amount of taxes to pay,” he said.

Statistics also show that motor vehicles are among the top three imports which are draining the country’s foreign exchange.

The Customs and Excise Tariffs Amendment Number 4 Order 2023 which has introduced fixed duty on imported vehicles, was signed by Finance and Economic Affairs Minister Sosten Gwengwe and comes into operation on July 15 2023.

Mutharika endorsed as DPP presidential torchbearer for 2025 elections

The former ruling Democratic Progressive Part (DPP) National Governing Council (NGC) has endorsed Former Malawi leader Professor Arthur Peter Mutharika as the party’s torch bearer for 2025 Presidential elections.

The party announced endorsing Mutharika, 83,during an NGC meeting held on Monday in Mangochi.

Among other reasons the NGC members said Mutharika who ruled Malawi between 2014 and 2020,should return to the presidency because he can provide solutions to the challenges which Malawians are facing.



But speaking to the media after the meeting, Mutharika said he will think about the proposal and inform the nation at his opportune time about his decision.

“I am very humbled to be endorsed for 2025 Presidential elections candidate but I will make a decision on that,” said Mutharika.

During the meeting, the party also announced that it has moved its elective conference from July this year to July next year.

According to Mutharika, the change in dates has been made to allow the party to adopt constitutional changes that have been made during the NGC meeting .

He added that the Party will in December this year hold a high level political conference to review and adopt the constitutional changes that have been made regarding the number of delegates to the convention.

After losing 2020 Fresh Presidential elections, the DPP sanctioned a functional review committee to do a postmortem on why the party lost elections and conduct a review of the party.

The Monday NGC meeting was held after a court injunction banning the meeting was stayed.

DPP presidential aspirants such as Dalitso Kabambe, Leader of opposition in Parliament Kondwani Nankhumwa and Bright Msaka attended the meeting.

Chilima’s corruption case adjourned to July 19

High Court Judge Redson Kapindu has on Monday adjourned to July 19,2023 the case in which Vice President Saulos Chilima is being accused of corruption.

The defense applied that the court must waive bail conditions where Chilima reports to the Anti-Corruption Bureau (ACB) once every three months and has his passport withheld by the court.



The court also ruled that the case must return to the court on August 1, 2023 for disclosures of witnesses and plea.

Kapindu said that there is need for prosecution to serve defense with disclosures before the accused hears his charges and takes plea of either guilty or not guilty.

Defense lawyers led by Kalekeni Kaphale argued that they did not have enough time to study the charges before coming to court where their client, Chilima, was to take plea and for the mention of his charges.

“In view of arguments from both parties and also that the accused was arrested in November last year about eight months down the line the prosecution could have had time to put together the charge sheet and make disclosures available,” said Kapindu.

Earlier on, Kapindu ruled that the disclosures should be made within seven days to which the state requested for extension of time.

This is where Judge Kapindu granted the state 21 days.

ACB arrested Chilima on November 25 2022 for allegedly receiving bribes amounting to $280 000 from businessman and corruption suspect Zunneth Sattar.

He faces six counts-three are for corrupt practices by a public officer contrary to Section 24(1) of the Corrupt Practices Act (CPA), two are for receiving advantage for using influence in regard to contracts contrary to Section 29 (1) (b) of the CPA.

The UTM President is also answering a count of failing to make a full report to a police officer or an officer of the ACB that an advantage had been corruptly given contrary to Section 36 (1) of the CPA.

Chakwera secures 10 million kgs Tobacco market in China

President Dr. Lazarus McCarthy Chakwera says he has secured a market for 10 million kgs of burley and flue – cured Tobacco on his recent China trip.

This is good news to Malawian Tobacco farmers to benefit from their sweat.

The Malawi leader jetted back home on Monday 3rd July 2023 from China where he attended the Third China – Africa Economic and Trade Cooperation (CAETE) Forum.

Updating Malawians through his official Facebook page, President Chakwera explained that the development is a huge incentive to farmers in the country who through extra effort to their trade – will gain from this new economic opportunity.



“In addition, we also reinforced cooperation with China though discussions with government officials and penning of several memoranda of understanding with Huawei Technologies for more cooperation in renewable energy, broadband connectivity, e – government, smart education and ICT talent training,” he said.

On the economic front and as continuation of negotiations with multilateral creditors, says Chakwera, he lobbied China to ease the debt burden that continues to weigh down the country’s economic prospects.

“I am anticipative that these continued discussions will in the end yield good news including a new economic programme with the International Monetary Fund.”

Mwanamveka, Dausi Plundering case adjourned

The case aimed at committing to the financial crimes court the matter involving former cabinet in the ministers in the DPP regime, Joseph Mwanamvekha, Nicholas Dausi and three others accused of plundering public resources, has been adjourned to Friday, July 7, 2023.

It has emerged that at the time the proceedings started, the law stipulated that the Anti-Corruption Bureau (ACB) could only prosecute with consent from the Director of Public Prosecutions (DPP), and that consent has not yet been obtained.

Defence lawyer Cassim Chidothi says he sees no basis of commit to a he Financial Crimes Court a case involving former Finance Minister Joseph Mwanamveka, former Homeland Security Minister Nicholas Dausi and three others.

Meanwhile, Chief Resident Magistrate Court in Lilongwe has since given the ACB up to Friday this week to present a letter seeking consent from the Director of Public Prosecutions before the case gets committed to the Financial Crimes Court.

However, the ACB said they wrote a letter seeking consent from the DPP but did not get any response, nor the consent.

The case has since been adjourned for the ACB to present the letter they wrote to the DPP which means that if they do, the committal proceedings will proceed on Friday.

Mwanamvekha and Dausi are being accused in connection with a multi-billion kwacha procurement contract at Malawi Prison Services where they are suspected of purchasing items that included socks, underwear, steel plates, cups, cuffs, belts and whistles between February 2019 and June 2020 without following procedures.

Anti-Corruption Bureau (ACB) says investigations showed that the former finance minister abused his office to approve the payment without considering the urgency and importance of the said equipment.
