Chinese National and 3 Malawians Arrested Over Vandalism of ESCOM Assets

Police in Lilongwe arrested four individuals on Saturday, January 18, 2025 in connection with a series of vandalism cases targeting the Electricity Supply Corporation of Malawi (ESCOM) Limited assets.

The suspects are Xu Hongxiang (62), a Chinese national, and Malawians—Eliko Frackson (25) of Nsalu Village, Traditional Authority (T/A) Kabudula, Lilongwe; Frezer Crement (26) of Chidzenje Village, T/A Kalolo, Lilongwe; and Yamala Lameck (29) of T/A Nsema in Mulanje.

During the operation at a warehouse in Lilongwe, the police and ESCOM security team recovered over 40 bags of stolen copper wires, amounting to approximately 18 tonnes suspected to have been stolen from various sites of the power utility company.



Commenting on the arrests, National Police Deputy Spokesperson, Harry Namwaza, said they have stepped up efforts to combat vandalism targeting assets for utility companies such as ESCOM.

“We are working closely with ESCOM and other affected institutions to ensure that individuals involved in vandalizing, stealing, or trading stolen items are brought to justice,” he said.
Namwaza attributed the rise in vandalism to the availability of lucrative markets for stolen materials.

“We urge all Malawians to report any suspicious activities involving ESCOM property to the police. Together, we can protect our infrastructure and support the country’s development,” he said.

ESCOM Acting Regional Manager for the Centre, MacDowel Kumatso, lamented the devastating impact of vandalism on the corporation’s operations.

“For example, the Chinese national was buying copper at K15,000 per kilogramme. With over 15 tonnes of copper wire confiscated, the financial loss to ESCOM is substantial,” he said.

Kumatso noted that vandalism continues to hinder ESCOM’s ability to expand its services.

“We are forced to redirect resources to repair and replace vandalized equipment, delaying our efforts to connect new areas to the electricity grid,” he said.

The suspects are expected to appear in court soon.

Being found in possession of stolen ESCOM equipment and vandalising the same are offences that attract a maximum 30-year jail term with no option of paying a fine. This is according to the Electricity Amendment Act of 2024.

Defamation row: Minister Zikhale Ng’oma demands apology and K1.5 Billion compensation from MP Sameer Suleman

A high-stakes defamation row has erupted between Minister of Mining, Honourable Dr. Zikhale Ng’oma, and Member of Parliament, Honourable Sameer Suleman. In a strongly-worded letter, Dr. Ng’oma’s lawyers, Taulo & Associates Legal Practitioners, have demanded that MP Suleman cease and desist from making defamatory statements against the Minister.

According to the letter, dated January 17, 2025, MP Suleman allegedly made false claims on social media platforms between December 2024 and January 2025, stating that Dr. Ng’oma had hired thugs to kill. The Minister’s lawyers have described these claims as “false, destructive, and defamatory,” and have demanded a public apology within 24 hours.

The lawyers have also claimed that MP Suleman’s actions have negatively affected Dr. Ng’oma’s reputation, work, and business. They have demanded compensation of K1.5 billion for the serious damage occasioned by MP Suleman’s “reckless and misguided defamatory statements.”

Under Section 200 of the Penal Code, Cap 7:01 of the Laws of Malawi, it is unlawful to engage in defamation of another’s character and reputation. Dr. Ng’oma’s lawyers have argued that MP Suleman’s actions constitute defamation under common law, which requires a statement that tends to injure reputation, communication to another, and knowledge or reckless disregard of the statement’s falsity.

The defamation row has raised questions about the use of social media platforms by public figures and the need for accountability. Dr. Ng’oma’s lawyers have emphasized that the Minister respects the right to life of every citizen in Malawi, including MP Suleman, and has never hired anyone to attack him or anyone else.

As the 24-hour ultimatum expires, Malawians are waiting with bated breath to see how MP Suleman will respond to the demands. Will he apologize and pay the demanded compensation, or will the matter proceed to court? One thing is certain: the defamation row between Dr. Ng’oma and MP Suleman has brought the issue of social media responsibility to the forefront of public discourse.

In a related development, the Malawi Communications Regulatory Authority (MACRA) has been urged to take action against public figures who use social media platforms to spread false and defamatory information. The authority has been criticized for its lack of action in regulating social media content, despite the growing concern about the spread of misinformation and defamation.

As the country waits for MP Suleman’s response, the defamation row has sparked a national conversation about the need for accountability and responsibility in the use of social media platforms. Will Dr. Ng’oma’s demands be met, or will the matter proceed to court?

Chomanika sounds alarm on dwindling fish production

Minister of Natural Resources and Climate Change, Owen Chomanika, has sounded the alarm on the country’s dwindling fish production, stressing the need for intensified efforts and investments in aquaculture.

Speaking at the Aquaculture Investment Forum in Lilongwe on Thursday, Chomanika emphasized aquaculture’s critical role in achieving Malawi’s 2063 development agenda.

The minister painted a stark picture of the current state of fish production in the country, noting that fish has become a luxury for many Malawians.

“Just a few years ago, fish was an affordable source of protein, but now it’s out of reach for many,” said Chomanika.

He revealed that the country’s aquaculture sector currently produces around 10,000 metric tons of fish annually, with ambitious plans to scale up production to 100,000 metric tons by 2030.

Chomanika underscored the importance of prioritizing industries like aquaculture to drive economic growth, address food security concerns, and improve livelihoods.

His sentiments were echoed by Dr. Zewdy Gebremedhin of the German Agency for International Cooperation (GIZ), who expressed the donor community’s willingness to collaborate and support the sector’s revitalization.

The forum brought together key stakeholders, including  Napoleon Dzombe of Mtalimanja Holdings, Paul Kwengwere of the Malawi Investment and Trade Centre (MITC), and Alfred Tsitsi of the Food and Agriculture Organization (FAO) Malawi.

Under the theme “Harnessing Aquaculture Potential for Sustainable Livelihoods and National Economic Growth in Malawi,” the event explored strategies to strengthen the sector, enhance production, and attract local and international investments.

Malawi Bureau of Standards Presents Report to Public Appointments Committee

On Thursday, January 16, 2025, the Malawi Bureau of Standards had a meeting with the Public Appointments Committee (PAC) of Parliament of Malawi at the Parliament Building in Lilongwe. The Bureau’s Acting Director, Chimwemwe Chithope-Mwale, led the presentation, which covered the Bureau’s performance in the 2024/2025 Financial Year and an appeal for a review of terms and conditions of service.

Despite facing significant financial constraints, the Bureau has achieved several milestones, including securing office space in Nkhatabay district. However, the Bureau still requires approximately 20 million Kwacha to refurbish and occupy the building. Additionally, the Bureau has opened a district office in Ntchisi, which is now operational, and has conducted civic awareness campaigns in several districts, including Likoma.



The Bureau shared its plans with the Parliamentary committee, which include opening more offices, training staff, and lobbying for adequate funding from the Treasury. Vice Chairperson for PAC, Hon. Bester Awali, MP, commended the Bureau for its work in assisting vulnerable people in need of legal services.

Awali stated that the committee would need time to reflect on and scrutinize the information and proposals presented by the Bureau. The Acting Director was accompanied by several officials, including the Chief Accountant, Principal Human Resources Management Officer, Principal Legal Aid Advocate, Human Resource Management Officer, and Public Relations Officer.

The Malawi Bureau of Standards is responsible for promoting standardization and quality assurance in Malawi. The Bureau’s activities include standards development, certification, and consumer complaints handling.

Clever Mkungula Commits Future to FCB Nyasa Big Bullets Until 2027

In a significant development for FCB Nyasa Big Bullets, the club has announced that talented young goalkeeper Clever Mkungula has signed a new contract that will keep him at the club until January 2027. This move is a major boost for the team, as Mkungula is widely regarded as one of the best young goalkeepers in the country.

Coach Peter Mponda expressed his delight at Mkungula’s decision to commit his future to the club. “He is very young and has plenty of years to play football. He is one of the best young goalkeepers in the country. He is very comfortable playing from the back and very comfortable with his footwork. In short, he is the modern-day goalkeeper who will play an important role for the club,” Mponda said.
