Lilongwe seeks japanese support for major urban development projects

By Burnett Munthali

Lilongwe City Council is seeking expanded development support from the Japanese government for major infrastructure and digital transformation projects aimed at addressing growing urban challenges in the capital.

Council officials presented a Concept Paper to Japan’s Ambassador to Malawi, His Excellency Naito Yasushi, outlining priority areas where Japanese cooperation should improve urban mobility, strengthen digital services and promote sustainable development.

The proposed projects include interventions to ease congestion along the Western and Eastern Bypasses, introduce digital citizen engagement platforms, strengthen cybersecurity and digital resilience, and develop electronic payment collection software for Nsungwi Market.

The meeting also provided an opportunity for the Japanese Embassy and the council to discuss infrastructure priorities amid rapid urbanisation, which continues to put pressure on Lilongwe’s roads, public services and existing infrastructure.

Ambassador Yasushi expressed Japan’s interest in supporting the city’s development, citing the ongoing Market Development Survey as evidence of his country’s commitment to exploring further cooperation.

Japan has previously supported several development initiatives in Lilongwe, including Biwi Clinic, the provision of an ambulance, waste management capacity-building programmes, the development of the Urban Master Plan and the expansion of Lilongwe Bridge.

These interventions form part of Japan’s wider development cooperation with Malawi in public health, infrastructure, environmental management and urban planning.

The latest engagement reflects the council’s efforts to build on the existing partnership and attract additional technical and financial support to address emerging urban development needs.

If implemented, the proposed projects will help improve traffic management, enhance municipal revenue collection, strengthen digital security and increase public participation in local governance.

Lilongwe City Council says it remains committed to building development partnerships that deliver practical and sustainable benefits to residents.

The discussions come as rapid population growth and expanding economic activity continue to increase the demand for long-term investment in infrastructure, technology and urban service delivery.
