Railway construction project takes shape in Nsanje

By Staff Reporter

Authorities in Nsanje have expressed satisfaction with the progress of the Bangula-Marka railway construction project.

Nsanje District Commissioner Dominic Mwandira said there is good progress and people in the district were geared to have project completed on time.

“The project is expected to open up a lot of business opportunities in the district once completed and people are happy to see that the project is taking shape,” Mwandira added.

Mwandira, therefore, appealed to the communities to continue providing support to the contractor so the project should be implemented smoothly.

Senior Chief Chimombo also echoed Mwandira’s sentiments, saying the economic status of his subjects has improved as some people have secured casual work at the project site.

“Those that have been employed by the contractor are able to support themselves and their families. We know that once this project is completed there will be a lot of activities taking place that will empower communities at large.

“There will be cargo from Mozambican port of Beira coming here to Malawi. This project will benefit all Malawians, not only the people from Lower Shire,” Chimombo added.

Chimombo said the construction of the railway line has driven many to engage in various economic activities in the district as people are investing in construction of lodges and other businesses.

“People of Nsanje would like to thank President Lazarus Chakwera for making this project a reality.

“I’m very delighted that the project is making good progress and this will help to revive the lost economic glory of our beloved district,” Chimombo added.

Group Village Head Ndenguma concurred with Chimombo, adding that the damage of the railway line fueled poverty in the district.

“In those days at least four trains were coming to Nsanje and four trains were leaving Nsanje before the civil war in Mozambique broke out. I recall that I used to go to railway station to see the train. There were a lot of business activities taking place at the station,” Ndenguma said.

He added: Some people were sailing clothes from Mozambique and others were selling chickens and goats. Infact, it was a market day when a passenger train was coming to the district.”

Ndenguma, therefore, appealed to communities to take ownership of the project and refrain from theft of construction materials.

Government is constructing a 72-kilometre railway line in the district, which is connecting to Mozambique, a project that is designed to end within 18 months.

Chilima’s delegated travels to Tanzania a subject of discussion

By Vincent Gunde

The Ministry of Information and Digitalization confirmed an announcement by the Ministry of Foreign Affairs that it has pleased President Dr. Lazarus McCarthy Chakwera to delegate his Vice Dr. Saulosi Klaus Chilima to represent him at the 60th Anniversary of the union-Day of the United Republic of Tanzania in Dar es Salaam on Friday, 26th April, 2024.

In the statement, the Ministry says on 21st June, 2022 President Chakwera withdrew all delegated duties from the Vice President as Minister responsible for Public Sector Reforms to allow for an independent court processes regarding his corruption case in the Judiciary without any political interference from the ministerial office.

Chakwera and Chilima

However, the delegated responsibility to Chilima has been a subject of discussion in social media platforms recalling that Chilima’s passport is being held by President Chakwera and today, he has given him back his travel document.

Many questions are being asked without answers that with Chilima’s delegated responsibility to Tanzania, is his corruption case over and after flying back home, is President Chakwera going to order Chilima to bring back the travel document to be under his custody?

Political activist Bon Elias Kalindo says if he was Chilima or Chilima’s advisor, he cannot fly to Tanzania to represent President Chakwera observing that President Chakwera is afraid of being asked questions of the Tanzanians involvement in building a dock on Lake Malawi.

Kalindo said delegating Chilima to fly to Tanzania is a deliberate plan for Malawians not to label Chakwera  a global trotter amid austerity measures claiming that in some days to come, President Chakwera will fly to the United States of America (USA).

He said President Chakwera owes Malawians an explanation on why this time since June, 2022 he has thought of delegating Chilima to represent him when the same is answering court cases of his alleged involvement to have benefited from Zuneth Sattar’s corruption basket fund.

“President Chakwera has to speak the truth on how come he is sending Chilima who is a suspect in corruption case in Malawi and passport being kept in his house, is this not flouting his bail conditions?” questions Kalindo.

On a sad note, Kalindo has advised Area 30 police and State House not to include his family members questioning them about his activities in Malawi assuring them that he fears not the police but Malawians that are sending him to speak justice to the MCP led government.

He said Malawi is his country, he cannot run away to any other country apart from his country advising the police not to waste time and energy hunting for him for arrests challenging them that whistle blowing can make him to hand himself to them and leave his brother-Phillip alone.

The activist has claimed that he has close sources at the State House, Capital Hill and Area 30 claiming that these are patriotic Malawians standing with nothing but justice saying no matter what he can be threaten, he will not stop speaking for poor Malawians.

By Vincent Gunde

Dowa District Council’s Chairperson Councilor Mayamiko Kambewa, has called upon local structures in the district that they are a key to supervise and monitor projects which are being implemented by government and Civil Society Organizations (CSOs) for the good of their communities.

Kambewa said the duty to supervise and monitor projects should not be left to council officials alone but local structures are there on sight seeing exactly what is it is being implemented and can provide reports to the council on the progress being made.

Councilor Mayamiko Kambewa….. local structures are Key to community development

He said chiefs, Village and Area Development Committees need to know their roles in supervising and monitoring projects so that whenever an organization has exited its project, sustainability measures of the project should not be a challenge.

Speaking in an interview on a District Level Dialogue Sessions which brought together council members, chiefs and Area Development Committees held at the boma, Kambewa said such dialogue sessions are very important because participants share experiences, challenges and lessons learnt of projects being implemented in the district.
“The Dialogue Sessions provide an oversight role in the implementation of development window such as CDF, DDF, and Gesd among others,” he said.

Kambewa was commenting on a 5-year USAID -funded initiative, Parliamentary Support Program to be implemented by Democracy International in partnership with Global Partners Governance (GPG) and other partners in Dowa district.

The Program is aimed at assisting the Parliament of Malawi to fulfill its goals outlined in the 2021-2026 Strategic Plan focusing on improving the legislative and oversight roles of Parliament, strengthening institutional coordination for public integrity management and improving civic engagement in policy and oversight.

One of the strategic interventions being championed by the program is to bridge the experiences of MPs, and local development structures in the implementation of Constituency Development Fund (CDF), the initiative facilitates dialogue between MPs and constituents to address challenges related to the allocation and implementation of development projects.

To contribute to the strengthening of local development structures, in February, 2024 the program organized a 2-day constituency support training for selected MPs and representatives of local development structures for participants to understanding local development processes, their legal mandates, and strategies for fostering improved collaboration between MPs and their constituents in facilitating local development activities.

The District Level Dialogue Sessions have objectives of facilitating meaningful engagement between MPs and constituents, raising awareness and understanding among constituents about the roles and responsibilities of MPs as well as the functions of local development structures to promote effective citizen participation in governance and development processes.
