A new chapter is unfolding in Malawi’s local development, and at the center of it is the Constituency Development Fund.
According to new government information, the Reformed CDF is now firmly on track, with 687 Constituency Development Personnel hired to strengthen delivery at constituency level.
The roles filled include Assistant Accountants, Works Supervisors, and Assistant Procurement Officers.
This milestone signals a major shift in how CDF resources are managed and monitored. For years, communities complained that CDF projects stalled, lacked oversight, or were poorly implemented.
The recruitment of 687 technical staff directly addresses that gap by putting qualified people in place to support Members of Parliament, track budgets, supervise works, and ensure procurement follows the law. It means more classrooms, clinics, bridges and boreholes are likely to be completed on time and to standard.
Driving this reform is Dr Ben Malunga Phiri, Minister of Local Government and Rural Development in President Peter Mutharika’s cabinet. Since assuming office, Dr Phiri has approached the CDF with the urgency and precision of someone who understands that development must be felt in villages, not just discussed in Lilongwe. As Minister, he has led the push to professionalize CDF implementation.
Instead of leaving projects to chance, he insisted on hiring dedicated personnel in every constituency. Assistant Accountants will now help keep clean financial records. Works Supervisors will ensure quality on the ground.
Assistant Procurement Officers will guard against delays and mismanagement. It is a practical solution to a problem that has frustrated Malawians for years.
Dr Phiri’s work ethic has set him apart. Colleagues and communities describe him as a hands-on leader who tours project sites, meets councils, and demands accountability. That is why many now refer to him as the son of the nation in the Mutharika cabinet.
His commitment to service goes beyond politics. It is about delivering results for the ordinary Malawian.
Observers note that no other local government minister in recent memory has matched his pace in reforming CDF and decentralization.
While others talked about devolution, Dr Phiri is operationalizing it by building systems, hiring staff, and closing loopholes.
With 687 personnel now deployed, the Reformed CDF has the people it needs to work. Under Dr Ben Phiri’s leadership, the fund is no longer just an allocation on paper. It is becoming a real tool for rural transformation.
For Malawi, that is progress you can see, and for communities waiting for development, it is hope restored.
