The government has declared that the Reformed Constituency Development Fund is firmly on track following the recruitment and deployment of 687 Constituency Development Personnel across all constituencies in Malawi.
This marks the most significant structural reform to CDF since the fund was established, and it directly addresses the long-standing challenge of poor management, weak oversight, and delayed implementation of community projects.
The new personnel consist of Assistant Accountants, Works Supervisors, and Assistant Procurement Officers who will now be based at constituency level to provide professional support in planning, implementation, and accountability of CDF resources.
For years Members of Parliament and communities asked the same question: money is allocated, but who ensures it is used properly and that projects meet standards? That question has now been answered.
With Assistant Accountants in place, financial records, acquittals and reporting will be done on time and in line with public finance rules.
Works Supervisors will provide technical oversight on every CDF project, from classrooms and clinics to bridges and water schemes, to ensure quality and value for money.
Assistant Procurement Officers will enforce transparency in the buying of goods and services, in line with PPDA regulations, to eliminate inflated costs and shoddy contracts.

_“The Reformed CDF is no longer just an allocation on paper. It is now backed by people, systems and accountability. We have put 687 professionals on the ground so that every kwacha of CDF delivers real impact in our villages. Let no project stall. Let no funds be abused. This is the Malawi we promised, a Malawi where development is felt in every constituency,”_ Dr. Phiri stated.
This move aligns with Malawi 2063 and the decentralization agenda.
By combining increased CDF funding with technical capacity, government is ensuring that resources translate into tangible infrastructure and services.
The 687 jobs also contribute to youth and graduate employment while building local capacity.
The message to communities is clear: CDF is being professionalized, monitored, and protected. Reformed CDF is not a promise anymore. It is delivery, and it is on track.
