Fiscal Police in Lilongwe on Monday arrested former National Water Resources Authority (NWRA) Chief Executive Officer (CEO) Dwight Kambuku for allegedly receiving a salary above the institution’s approved salary structure.
Kambuku is also accused of unlawfully acquiring a personal vehicle after allegedly falsifying its mileage.
His lawyer, Chrispine Ndalama, confirmed the arrest, saying Kambuku was summoned for questioning at around 10 a.m. before being arrested about an hour later.
According to Ndalama, police told Kambuku that his arrest followed findings from an audit conducted at the authority by the National Audit Office(NAO).
He said Kambuku has not yet been formally charged as investigations are still ongoing.
Meanwhile,Ndalama criticised the police practice of summoning people for questioning and subsequently arresting them without, in his view, following proper legal procedures.
He argued that some offences, including abuse of office, require a warrant of arrest.
National Police Deputy Spokesperson Alfred Chimthere also confirmed Kambuku’s arrest but declined to provide further details.
The arrest comes just over two months after Kambuku resigned as NWRA CEO with immediate effect on June 17, 2026.
In his resignation letter, Kambuku said that although his decision was framed as a resignation, he considered himself to have been constructively dismissed.
He said the developments leading to his resignation amounted to a fundamental breach of his contract and the implied duty of trust and confidence by the NWRA board of directors.
On May 15, 2026, Kambuku had been seconded to Nalikule College of Education (NCE), where he was expected to work as a lecturer, before submitting his resignation the following month.
