The Malawi Congress Party (MCP) has unveiled a comprehensive 45-member Shadow Cabinet, complete with shadow ministers and their deputies, in a move that political analysts say demonstrates the party’s commitment to providing robust checks and balances to the ruling DPP government.
Leader of the Opposition Simplex Chithyola Banda heads the team, which features several former cabinet ministers in key portfolios.

Political commentators have applauded the MCP for taking opposition seriously. A shadow cabinet forces an opposition to do its homework — to develop alternative policies rather than merely object to government proposals. By naming a government-in-waiting, the party has signalled that it is prepared to govern should the opportunity arise.
However, one notable omission has raised eyebrows: former Secretary General Eisenhower Mkaka is absent from the list. Mkaka, once a powerful figure in the party, was removed from the National Executive Committee in 2024 and reduced to an ordinary member following internal tensions and a fallout with party leadership. He was dropped from cabinet in January 2023 and has since largely withdrawn from public political life. His exclusion from the Shadow Cabinet confirms his diminished standing within the party hierarchy.
The Shadow Cabinet is now expected to hold the government accountable across all portfolios as Parliament resumes sittings.
